Policy Executive / Strategic Planner (Technical Writer)

Paragon Cyber Solutions is seeking a dynamic Policy Executive / Strategic Planner (Technical Writer) to support the Naval Surface Warfare Center Philadelphia Division (NSWCPD). This position is contingent upon contract awa rd and will play a key role in documenting and communicating cybersecurity policies, procedures, and strategic plans for high-impact defense initiatives.

This role is ideal for a technically savvy writer with a background in IT or cybersecurity who can translate complex requirements into clear, actionable policy documents and presentations for executive-level stakeholders.

Requirements

• Develop, revise, and maintain cybersecurity-related policies, procedures, and strategic planning documents in compliance with DoD and Navy standards.
• Translate complex technical and regulatory information into clear and concise written materials suitable for technical and executive audiences.
• Support the development of system design documentation, cybersecurity operations manuals, and procedural guides.
• Lead the creation of strategic planning documents that support mission objectives and align with evolving cybersecurity requirements.
• Collaborate with engineers, ISSOs, ISSMs, Navy stakeholders, and program leadership to gather input and produce high-quality deliverables.
• Present and explain technical content to leadership, including system owners, government sponsors, and certification authorities.
• Ensure all documentation meets quality assurance, formatting, and version control standards required by the program.
