Description

At COP27 and CMA4, the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) and the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA) established funding arrangements to assist developing countries particularly vulnerable to climate change. This decision included the creation of the Fund for responding to Loss and Damage (FRLD), with a focus on providing support to affected nations.

At COP28 and CMA5, the COP/CMA formally approved the Fund’s Governing Instrument, designating it as part of the UNFCCC’s financial mechanism and placing it under the guidance of both COP and CMA. The decision authorized the FRLD’s Board to secure a hosting arrangement with the World Bank as an interim trustee for four years, which includes hosting the Fund’s secretariat. The World Bank has agreed to act as trustee and administer the Trust Fund in line with the COP/CMA’s stipulations. The FRLD Secretariat, hosted by the World Bank in Washington, ., supports FRLD governing bodies, manages institutional relations, aids in strategy, policy, and program development, and oversees management systems.

The FRLD Secretariat, led by the Executive Director (ED), coordinates FRLD’s strategic activities across its governing bodies, including the Board, and the World Bank (as Trustee and Secretariat host), and other stakeholders. It also drives thought leadership, manages portfolio risk, and develops initiatives to mobilize resources.

The Monitoring and Evaluation Specialist will contribute to the design and implementation of results frameworks and M&E systems to support FRLD’s operations, including annual results reporting. A strong emphasis is placed on knowledge management and organizational learning through dissemination of tools, guidelines, and lessons learned.

The M&E Specialist will report directly to the KMEL Program Manger and collaborate closely with the Secretariat staff and external stakeholders, including governments, multilateral development banks, UN agencies, accredited agencies, vertical climate funds, donor organizations, and civil society.

Duties and Responsibilities:

• Results Frameworks, Systems & Reporting

o Contribute to the development, refinement, and implementation of the FRLD results measurement frameworks, MEL Policy, Knowledge Management and Learning Strategy, Evaluation System and Approach - and related guidance documents, as needed.
o Coordinate the design, development, and continuous improvement of a web-based results management system to support data-driven decision-making and institutional learning (in coordination with the portfolio management system).
o Contribute to the results reports that synthesize achievements, lessons learned, and areas for improvement across projects and programs.

• Knowledge Management and Learning

o Coordinate the development and dissemination of M&E and knowledge products, including tools, templates, guidelines, and case studies that promote institutional learning and good practices.
o Promote a learning-oriented culture by designing and facilitating knowledge-sharing events, learning reviews, and reflection workshops.
o Collaborate with internal teams and external partners to generate, curate, and disseminate knowledge products on emerging topics related to loss and damage.

• Strategic Technical Support to Programs and Countries

o Provide M&E guidance to accredited agencies and client countries to strengthen results orientation in proposals and projects.
o Review project and program proposals to ensure the technical robustness of M&E requirements, including completeness, methodological soundness, and full compliance with the Fund’s Results Framework and related policies.
o Review project and program proposals to ensure technical robustness in M&R requirements completion and compliance.
o Work closely with FRLD program managers to ensure M&E frameworks and learning objectives are consistently integrated across all levels of programming.
o Support country-level capacity to design, manage, and use M&E systems for planning, implementation, and adaptive management.

• Strategic Communication and Dissemination

o Develop and implement a dissemination strategy for evaluation and learning products tailored to multiple audiences.
o Prepare briefs, results narratives, impact stories, presentations, and knowledge summaries etc. for FRLD leadership and stakeholders to inform decision-making and strategic planning.
o Provide logistical and substantive support in organizing workshops, consultations, and knowledge-sharing sessions with stakeholders.

Selection Criteria

In addition to meeting the World Bank-wide criteria for this level position, it is expected that the selected candidate will meet the following criteria (in order of importance):

Education: Master’s degree in Monitoring and Evaluation, Climate Change/Environment, or other relevant social or natural science fields.

Professional Experience: At least 5 years of relevant experience in the development, implementation, and management of monitoring and evaluation (M&E) systems.

Sector Focus: Preferably with strong a background in climate change / loss and damage at global, national, or sub-national program levels.

Institutional Knowledge: Comprehensive understanding and experience in M&E systems development, policies, procedures, and practices within united nation agencies, bilateral or multilateral climate funds or organizations. Familiarity with the Fund for responding to Loss and Damage and an understanding of the Board’s priorities is an advantage.

Analytical Skills: Strong conceptual, research, and analytical skills with the ability to think strategically and synthesize diverse information into actionable conclusions and recommendations. Demonstrated experience in qualitative and quantitative MEL methods – and in the implementation of monitoring climate change, environmental and/or loss and damage projects/ programs.

Team Work: Proven ability to effectively contribute to task teams responsible for producing major reports, analytics and studies.

Communication: Excellent written and verbal communication skills, with the ability to effectively analyze, synthesize, and present complex materials to diverse audiences.
