Job Description

Job Description

The Safety Review Panel Coordinator will support the space program at NASA's Marshall Space Flight Center (MSFC) Safety and Missions Assurance (SMA) initiatives in Huntsville, AL.

The HSERP Executive Officer (XO) is the operational lead for the Human Landing System (HLS) Safety and Engineering Review Panel (HSERP), a NASA panel evaluating HLS hazard analyses, risk concurrences, and integrated safety impacts on other programs (e.g., Gateway, Orion). Part of the Artemis lunar landing initiative with partners like Blue Origin and SpaceX, this administrative, coordination-intensive, and technical role reports to the HSERP Chair(s).

The XO manages panel operations to ensure efficient safety reviews for human spaceflight certification, including document handling, meeting scheduling/logistics, action tracking, and technical comment resolution. Collaborating with NASA, industry partners, and other panels, the role has expanded and may include updating the charter (SLS-CHTR-002) and implementation plan (HLS-PLAN-028).

This vital position drives HSERP effectiveness and Artemis mission success.

RESPONSIBILITIES:

  • Maintain current and future topic lists, organize them into agendas, and post agendas and meeting materials to the HSERP working site (with partner data secured at alternative protected sites).
  • Coordinate and distribute meeting notices, agendas, and materials.
  • Compile, prepare, and distribute HSERP meeting minutes.
  • Track actions and action items to closure, maintaining the HSERP Action Item log.
  • Monitor development and routing of decision packages; record panel decisions and actions.
  • Coordinate HSERP representative assignments for invitations to other panels' meetings.
  • Identify and coordinate ad-hoc members needed for reviews and meetings.
  • Develop and manage document review schedules and meeting schedules in coordination with industry partners (Blue Origin, SpaceX), including HSERP meetings and Technical Comment Meetings (TCMs).
  • Lead and prepare materials for TCMs (pre-HSERP forums to resolve non-concurs and facilitate discussions between commenters and hazard analysis authors).
  • Serve as the primary point for ensuring records (minutes, actions, materials) are maintained in authoritative sources accessible via the HLS Program working site.
  • Support charter and process refinements/evolutions (e.g., potential revisions to SLS-CHTR-002 to capture matured processes).
  • Coordinate distribution of HLS data to the Hazard Control Board (HCB) as appropriate.
  • Other duties as assigned.

REQUIRED:

This position has been posted at multiple levels (must meet minimum level indicated). Depending on the candidate's experience, requirements, and business needs, we reserve the right to consider candidates at any level for which this position has been advertised.

  • This position requires US Citizenship due to the sensitivity of customer related information.

  • In lieu of degree: Candidates with 9+ years of recent safety engineering work experience will be considered.
  • Demonstrated experience in program/project coordination, safety review processes, or technical panel support within aerospace, defense, or high-reliability industries. Familiarity with hazard analysis, risk management, or safety certification processes (e.g., NASA standards like NASA-STD-8719.7 or similar).
  • Understanding of systems safety, hazard analysis reports (e.g., preliminary/final hazard analyses), risk assessment, and verification of hazard controls.
  • Strong proficiency in scheduling, document management, action tracking, and preparing/distributing formal meeting materials and minutes.
  • Excellent written and verbal communication for preparing minutes, agendas, and materials; ability to coordinate across NASA, industry partners, and multi-disciplinary teams.
  • Proven ability to work collaboratively with government and commercial entities (e.g., coordinating with Blue Origin and SpaceX).
  • Proficiency with secure collaboration platforms, working sites/repositories (e.g., NASA internal tools), and standard office software (e.g., for agendas, minutes, tracking logs).

DESIRED:

  • Master's degree preferred.
  • Presentation/Forum Comfort: Confidence in speaking or presenting in technical forums (e.g., leading TCMs or participating in discussions); willingness to build this skill through practice if not already strong.
  • Technical Depth in Human Spaceflight: Prior experience with NASA human-rated programs (e.g., Artemis, Orion, Gateway, SLS), commercial crew/lander development, or cross-program safety interfaces.
  • Process Improvement: Experience in refining charters, plans, or processes (e.g., updating implementation plans like HLS-PLAN-028).
  • Leadership in Coordination: Ability to lead scheduling and preparation efforts involving multiple stakeholders and resolve issues proactively.
  • Attention to Detail and Multitasking: Strong organizational skills to handle evolving processes, frequent meetings, and action closure in a dynamic program environment.
  • Security Clearance: Eligibility for NASA-required access (e.g., handling sensitive partner data); prior experience with protected/secure sites is a plus.
