Vickers and Nolan Enterprises (VNE) is an engineering company that provides Government projects and programs with experienced and dedicated system architects, engineers, subject matter experts (in tactical intelligence), and program managers. Qualifications

VNE, LLC is looking for a TS / SCI Cleared Contract Management Analyst III

Minimum Qualifications :

Education :

  • Master's or Bachelor's degree

Experience :

  • 10 years of professional experience with Master's degree or 14 years of professional experience with Bachelor's degree providing contract management support that includes drafting / reviewing procurement-related documents in accordance with the Federal Acquisition Regulations (FAR), associated supplements, and DOD 5000 series requirements.
  • Experience includes, but not limited to, coordinating Industry Days; reviewing / draft procurement documents : Market Research Reports, Work Statements, Contract Data Requirements Lists (CDRL), Contract Line Item Numbers (CLIN), DD-254s, Acquisition Plans, Source Selection Plans, Justifications & Approvals, and Determinations & Findings; preparing Procurement Requests, Modification Requests, Technical Direction Letters / Technical Instructions, tracking obligations / expenditures, and tracking deliverables. If Non-Disclosure Agreement is applicable, duties are restricted to those outlined in the Organizational Conflict of Interest clause(s). Individual shall have experience in U.S. Navy programs or operations.
  • Experience with data science, data mining, statistics, or graph algorithms to support analytics objectives and automate report generation.
  • TS / SCI level Clearance required.

    • Job Description :

    Contracts Management Analysts assist the Government to draft procurement-related documents in accordance with the Federal Acquisition Regulations and associated supplements and DOD 5000 series requirements. They may also perform the following duties :

    Coordinate Industry Days.

    Develop Requirements documents, to include Market Research Reports, Work Statements, Contract Data Requirements Lists (CDRL), Contract Line Item Numbers (CLIN), DD-254s, Acquisition Plans, Source Selection Plans, Justifications & Approvals, and Determinations & Findings for activities approval by the Government.

    Provide administrative source selection support.

    Administer contracts, to include preparation of Procurement Requests, Modification Requests, Technical Direction Letters / Technical Instructions, and tracking obligations / expenditures, and deliverables.

    Essential Duties of the Job :

  • Ability to communicate task requirement information to client in a clear and concise manner.
  • Must be able to sit and stand for prolonged periods of time, as well as lead and participate in meetings and working groups.
  • Requires visual acuity to use a keyboard.
  • Must be able to attend work each day, during scheduled hours, unless on travel or approved time off.
  • Ability to work on computer for long periods, and communicate with individuals by telephone, email and face-to-face

    • Physical Demands and Work Environment :

  • While performing duties of job, employee is occasionally required to stand; walk; sit; use hand to finger, handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
  • Employee must occasionally lift and / or move up to 50 pounds.
  • Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • May be exposed to chemicals related to office equipment.
  • The noise level in the work environment is usually moderate (i.e. general office environment).
