Purpose of Position : This position supports DMA's mission, goals, and objectives by procuring goods and services for the Facilities Management Office (FMO) in the most cost effective and efficient manner while observing state law, regulation, policy, and best practices. The incumbent of this position will provide agency-wide procurement, including the purchase of complex, high dollar goods and services while adhering to policy and procedures. This position must be timely in response and able to provide effective and efficient support to procure the highest quality product or service at the lowest cost to the agency. This position is based out of Richmond, Virginia and will be required to travel to Blackstone, Virginia 2-3 times per week. Telework is limited to one (1) day per week and is subject to change at the discretion of the Agency Head and / or Governor of Virginia.
Minimum Qualifications :
Ability to communicate effectively orally and in writing; Computer literate : Microsoft Office Suite, Cardinal, eVA, ARMS; Ability to analyze technical requirements and provide solutions; Thorough knowledge of procurement laws of Commonwealth of Virginia, the Division of Purchases and Supply Agency Procurement & Surplus Property Manual (APSPM), Virginia Construction & Professional Services Manual (CPSM), and agency policies and procedures, on order to obtain the highest quality product or service in a timely manner; Ability to work independently as part of a geographically separated team responsible for numerous facilities when required; Formal training in procurement practices, policies and procedures; Virginia Contracting Assistant Certification (VCA) required; Valid Driver's License and acceptable driving record required.
Additional Considerations :
Must be able to obtain Virginia Contracting Officer (VCO) certification preferred; Virginia Construction Contracting Officer (VCCO), Certified Public Professional Buyer (CPPB) and / or Certified Public Purchasing Officer (CPPO) is a plus; Experience in State Government preferred.
