POSITION DESCRIPTION : This is a hybrid position providing primarily on-site support to a DoD customer located in Falls Church, VA. The Program Manager provides overall leadership, management, and oversight for contractor support services. This individual ensures effective execution of business, technical, analytical, administrative, strategic communication, and mentor-protégé support services in accordance with the Statement of Work (SOW), FAR, DFARS, and organizational policies. The Program Manager serves as the primary interface with client leadership and is responsible for contract performance, staffing, quality control, and delivery of all required services and deliverables.
ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO :
- Provide full program management oversight for all contractor personnel supporting a government organization, ensuring compliance with the Statement of Work (SOW), FAR, DFARS, and organizational policies.
- Serve as the primary liaison between the Contractor and government leadership, including senior acquisition, program, and technical stakeholders.
- Manage staffing, schedules, task execution, risks, and quality control to ensure timely delivery of all contract requirements and deliverables.
- Oversee execution of business execution support, including Industrial and Data Analysis and Program Performance activities that enable the client to operate as a data-driven organization.
- Ensure contractor support enables real-time visibility of performance metrics, evaluation of strategic planning initiatives, and establishment and tracking of annual small business goals.
- Provide leadership oversight of Strategic Communication and Outreach Support, ensuring effective engagement with internal and external small business stakeholders.
- Oversee compliant execution of Mentor-Protégé Program (MPP) support services, including coordination, agreement reviews, and program management reviews with all stakeholders.
- Monitor contractor performance metrics and implement corrective actions when necessary.
- Develop and implement program management plans, staffing plans, quality control processes, and risk mitigation strategies.
- Prepare and deliver executive-level briefings, reports, and status updates to government leadership.
- Identify process improvements and best practices to enhance operational efficiency and program effectiveness.
- Perform other duties as assigned.
REQUIRED SKILLS AND EXPERIENCE :
Must be a U.S. citizen.Minimum of four (4) years of management experience managing multidisciplinary teams in a federal or DoD environment.Experience with organizational change management, policy design and development, analysis and implementing process improvement strategies.Experience supporting senior government leadership.Ability to collaborate, demonstrate a proactive approach to problem-solving, and offer guidance and recommendations for organizational improvements.Ability to conduct critical analysis of requests, propose creative and strategic solutions, and provide alternative recommendations when requests may be impractical, focusing on scalable and sustainable outcomes.Expertise in federal acquisition processes, FAR, DFARS, and small business programs.Proficiency with Microsoft 365 Apps (Word, Excel, Outlook), Teams, SharePoint, and OneDrive.Excellent oral / written communication, teamwork, and presentation skills.Ability to communicate organizational / program changes effectively to a varied audience.Ability to travel, primarily in the national capital region (NCR) as required.REQUIRED EDUCATION :
Bachelor’s degree in a related fieldPREFERRED QUALIFICATIONS :
