ABOUT THE ORGANIZATION

Established in 1970, Boley Centers, Inc. is a private, non-profit organization serving individuals with mental disabilities, individuals and families who are homeless, Veterans and youth in Pinellas County. Boley Centers has an opportunity for an experienced Vice-President of Quality & Risk Management whose responsibilities will include the development, implementation and ongoing revisions to the Agency's Quality & Performance Improvement Program including systems, reporting and processes as well as the CARF accreditation process.


DUTIES/RESPONSIBILITIES

The Vice President of Quality & Risk Management serves as a senior executive leader responsible for ensuring regulatory compliance, accreditation readiness, enterprise risk mitigation, and performance excellence at the corporate level and across Boley Centers’ federally, state, and locally funded programs. This includes HUD, SAMHSA, Medicaid, Veterans Administration, Department of Labor, DCF/Managing Entity (CFBHN), AHCA and local government contracts. The VP promotes a culture of continuous quality improvement, safety, funding integrity, and cross-departmental accountability.

Primary Responsibilities
  • Lead development and oversight of the Agency’s Quality Improvement and Performance Management Plan aligned with multi-layered regulatory requirements.
  • Collaborate with executive and program leadership to ensure compliance with regulatory requirements and contractual obligations
  • Identify key performance indicators (KPIs) across departments and funding streams and build, maintain, and refine executive dashboards to monitor organizational performance.
  • Facilitate variance trending analysis, monitor corrective action progress, and ensure follow-through on performance improvement initiatives.
  • Maintain continuous CARF accreditation readiness and operational integration of standards across programs.
  • Oversee incident reporting systems, ensuring compliance with all aspects of reporting to meet internal standards and regulatory and funder requirements. Continuous development and implementation for staff training and competency working from principles of Just Culture and High Reliability.
  • Lead development and oversight of the Agency’s Risk Management Plan including alignment with Strategic Plan and development and implementation of key policies and procedures.
  • Ensure Root Cause Analysis (RCA) processes are conducted appropriately in response to critical incidents, and that corrective actions address systemic risk factors.
  • Participate alongside executive leadership in external audits, monitoring visits, and regulatory reviews, ensuring documentation readiness and coordinated organizational responses.
  • Collaborate with legal counsel and insurance representatives regarding claims management, liability exposure, and risk mitigation strategies.
  • Present regular quality and risk trend summaries to Executive Leadership and the Board of Directors.
  • Ensure policies and procedures remain current with federal, state, and local regulatory guidance.


EDUCATION AND EXPERIENCE

Master’s degree in Healthcare Administration, Public Health, Business Administration, Health Information Management, Risk Management, or related field from an accredited institution.

Minimum 7–10 years of progressive leadership experience in Quality Improvement, Risk Management, Compliance, or Performance Management within behavioral health, supportive housing, healthcare, or other regulated environments. Experience working within multi-funder regulatory frameworks strongly preferred. Supervisory experience required.

Comprehensive understanding of complex regulatory environments and risk mitigation principles. Strong analytical skills with ability to identify trends, monitor variances, and support corrective action implementation. Excellent written and verbal communication skills required.

Preferred Certifications: CPHQ, CPHRM, CPPS, Lean or Six Sigma certification.
