Job Description
The Program Manager plays an integral role on the Corporate Management Team providing operational support to the Executive Management Team. The Program Manager (PM) shall be overall responsible for the performance of the work. The PM shall be available during normal duty hour / duty day except federal holidays or when the government facility is closed per installation commander. If an alternate PM is designated by the Contractor to serve as the PM when the PM is absent, the name of this person shall be designated in writing to the COR office. The PM or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
Duties and Responsibilities
Serves as primary company point of contact for TRAX International on the BTSS contractManagement of program activities including ultimate responsibility for all operations, personnel, budgetary, and contract administration functionsAssess projected workloads, compare to available resources in terms of capacity and available skills, and confer with TRAX and subcontract partners on issues and needs to supplement resourcesEstablishes performance standards for contract managers and leaders; establishes minimum acceptable qualifications of engineering professionals and Subject Matter ExpertsPrepares administrative and technical reports relative to contract requirements in adequate detail to ensure contractual complianceEnsures contract deliverables and requirements are completed in accordance with Government and contract policiesProvides strategic oversight of major system development and instrumentation modernization effortsServes as primary point of contact for internal and external audit agenciesServes as primary point of contact for resolution of non-routine personnel issuesMeets regularly with primary Government contracts, KO, and CORsManages relationships with vendors and subcontract teaming partnersRepresents TRAX International as senior management with local and state organizations such as economic development and academic councilsProvides leadership and support for the organization’s ongoing operations and proceduresProvides options and enhancements to maintain the efficiency of the businessSecures the functionality of the business to drive extensive and sustainable growthMaintains in-depth relations with all members of the management teamPerforms any other duties necessary to ensure the successful performance of the contractOther duties as assignedQualifications
Required Skills and Qualifications
Minimum of a bachelor’s degreeTen (10) years’ experience with military systemsFive (5) years’ experience in operational test and evaluationMust hold a Top-Secret security clearanceManaging a technical workforce in government contracting and / or test environmentMust be experienced in the development and management of work breakdown structures and earned value management measurementsMust have demonstrated ability in monitoring, reporting, and presenting overall project cost, schedule, and performance to the customerExcellent interpersonal and communication skills with documented supervisory experienceWell-organized, results-oriented, energetic, team player with proven decision-making abilityHighly developed analytical, critical thinking and problem-solving skillsSkills and knowledge of Microsoft Office products and SharePointMust be able to support occasional travel (25% or less) as required CONUS / OCONUSPreferred Skills and Qualifications
Experience in the testing and / or development of DoD systems is highly desirableAdvanced professional certifications are desired such as Project Management Professional (PMP),Lean Six Sigma Black Belt, or Certified Scrum Master (CSM) preferredPhysical Demands and Working Conditions
