Performance Auditor

The Legislative Counsel Bureau (LCB) is seeking a diverse pool of qualified applicants for the position of Performance Auditor within the Audit Division. The LCB is a nonpartisan, legislative service agency that provides professional, technical and administrative support to the Nevada Legislature, which convenes biennially in odd-numbered years for 120-day sessions and for rare special sessions during the interim periods. The Audit Division supports the Legislature by meticulously reviewing financial records and operational practices to ensure transparency, compliance and effective use of public funds in state government. This is a full-time position located in Las Vegas, Nevada.

The Performance Auditor will provide objective analyses of state agency programs and school district operations to enhance effectiveness, efficiency and internal controls. The Performance Auditor will initially report to a lead auditor and have the potential to advance, after gaining experience, to a lead auditor role, overseeing all phases of performance audits and managing staff. Responsibilities of the Performance Auditor may include, without limitation:

  • Conducting independent, nonpartisan performance audits of state agency and school district programs and operations to assess economy, efficiency, effectiveness and compliance with applicable laws, policies and best practices;
  • Conducting individual audit assignments lasting approximately 9-12 months;
  • Performing on-site fieldwork at state agencies to review records, observe processes and interview staff to gain an understanding of state agency and school district operations and internal controls;
  • Collecting and analyzing qualitative and quantitative data from multiple sources to identify risks, inefficiencies, performance gaps and opportunities for improvement;
  • Evaluating state agency and school district performance against statutory requirements, internal policies, performance measures and recognized professional standards;
  • Collaborating with multidisciplinary audit teams to develop audit findings, conclusions and recommendations;
  • Documenting audit work in accordance with applicable auditing standards by preparing clear, accurate and well-supported workpapers;
  • Preparing clear, concise audit reports that communicate complex information to the agency, Legislators and the public;
  • Presenting the audit report and recommendations to Legislators in public meetings;
  • Maintaining objectivity, independence and confidentiality while handling sensitive information and interacting with state agencies and school districts;
  • Applying professional judgment and adhering to applicable auditing standards throughout all phases of the audit process; and
  • Performing other duties as assigned.

The Performance Auditor will be selected with special preference given to the candidate's training, experience and aptitude in the field of auditing or accounting. A qualified applicant must have: (1) a current CPA or CIA license; or (2) a master's degree in accounting, business administration, public administration or a related field; or (3) the ability to obtain a CPA or CIA license or qualifying master's degree within the first year of employment.

The ideal candidate will demonstrate:

  • Effective use of qualitative and quantitative analytical skills to analyze issues, solve problems and identify practical solutions;
  • Strong critical thinking and sound professional judgment;
  • The ability to communicate clearly, tactfully and persuasively, both verbally and in writing;
  • A high level of comfort leading and participating in difficult or sensitive conversations;
  • Experience researching, analyzing and synthesizing data from multiple sources;
  • Strong organizational, planning and time management skills, with the ability to manage multiple priorities and deadlines;
  • A willingness to adapt to new processes, evolving priorities and changing environments;
  • Proficiency in formulating and presenting objective, non-partisan findings and recommendations; and
  • The ability to work collaboratively and maintain effective working relationships, both internally and externally.

The annual salary for this position is based upon a Grade 43, which has a salary range of $91,496 to $137,954 under the employee/employer paid retirement option. An employer-paid contribution plan is also available with a reduced salary in lieu of an employee contribution. Actual starting salary will be based on experience.

The benefits include the accrual of paid annual leave and sick leave, health insurance and membership in the state's retirement plan. Other optional benefits are also available, including a deferred compensation program.

The work is performed in a typical office environment with a hybrid work schedule available. Overtime may be required during legislative sessions and certain other periods as necessary to meet the demands of the Legislature. When overtime is worked, the Performance Auditor may earn compensatory time that may be taken at a later date or be paid for overtime, consistent with the LCB Rules and Policies and subject to budgetary limits. Occasional in-state travel may be required depending on the needs of the audit assignment. Such travel may be outside normal business hours.
