SUMMARY

The Chief Financial Officer is responsible for maintaining and enhancing the integrity and transparency of government funding and budget process for the Alaska Tribal Health Compact (ATHC). The Chief Financial Officer works with Tribes / Tribal Health Organizations (T / THOs) and other key stakeholders (internal and external) to improve understanding of Tribal health funding resources, to resolve discrepancies in Compact funding, conduct training to help educate new Tribal finance officials, and strive for continual process improvements for the Compact.

The Chief Financial Officer provides leadership as a part of the ANHB Executive Leadership Team and this extends beyond financial mastery to encompass a service-oriented approach, driving continuous improvement and enhanced collaboration across the organization. The Chief Financial Officer ensures ANHB compliance with regulations and generally applicable accounting standards, including accurate and timely filing of required reports. The Chief Financial Officer commits their time to providing Tribal Health finance expertise and will support ANHB with related finance and management functions. The CFO works under minimum of supervision, directs the financial operations of the organization, serves in advisory capacity to the President / CEO and serves as Acting as needed.

RESPONSIBILITIES

Knowledgeable of Tribal, federal, and state funding sources and reimbursement trends and applies this knowledge to benefit the Alaska Tribal Health Compact; anticipates changes and develops related strategies to address them; and guides transformation in a systematic, inspirational manner.

Creates highly effective, relationships with internal and external stakeholders. Serves as the key internal liaison to coordinate with various external reporting entities. Continually seeks and applies best practice approaches in Tribal health funding including the ability to research and document recommendations.

Advocates to assure services provided to ANHB are carried out with the highest attention to quality and compliance. The Chief Financial Officer contributes to the efforts in the long-term vision for the Alaska Tribal Health System and supports the planning processes to achieve desired goals.

Responsible for first line of technical advice related to funding and budget topics. Responsible for leading the development of appropriate budget and finance strategies. Forward thinking leader assessing various opportunities and working to address them in a planned manner, including enhancing and documenting key controls and budget reporting processes.

• Provides general direction and accepts ultimate responsibility for all organization finance operations. Supervise staff and conduct their annual reviews.
• Prepare for annual negotiations process and provide a written memorandum to the ATHC Co-Signers related to the financial open items.
• Facilitate the presentation of IHS financial reports for pre-negotiations and final negotiations including inquiring and resolving funding discrepancies on the Alaska Area budget as a whole, and / or on request by individual T / THOs.
• Update and maintain Alaska Tribal Health Compact funding tables (Appendix A) with finance data provided by the Indian Health Service and work to secure an online software system.
• Provide training and technical assistance associated with developing 105(l) lease proposals, negotiations and the reimbursement process on behalf of T / THOs with the Indian Health Service.
• Provide support to track related Contract Support Cost (CSC) policy, reconciliation, and reimbursement issues and assist T / THOs to file CSC claims and appeals as necessary.
• As requested, provide subject matter expertise to statewide and federal resource workgroups charged with working on funding, budget and / or reimbursement related issues (e.g. State of Alaska Tribal Medicaid Taskforce, CMS Tribal Technical Advisory Group, and the IHS CSC Workgroup, and other workgroups / committees as needed)
• Conduct advocacy on behalf of Alaska Tribes and ensure new funding or reductions are incorporated into funding reports provided to the Alaska Compact. Identify opportunities for T / THOs to collaboratively work together and advocate for additional funding.
• Provide technical expertise regarding Village Based Clinic Leases and funding.
• Provide support to Tribal Chief Financial Officers statewide, including onboarding, training, and ability to answer questions related to areas of expertise.
• Coordinate the monthly and quarterly T / THO Chief Financial Officers Workgroup.
• As needed, conduct technical assistance with T / THOs in completing Medicare cost reports and working with IHS cost report preparers to assist in developing Medicare / Medicaid reimbursement rates.
• Track and provide reports on annual appropriations affecting health programs, the IHS budget formulation process, and the IHS Congressional Justification budget requests.
• Serve as a neutral party supporting the Alaska Tribal Health Compact in various allocation of funds and discussions.
• Manage ANHB’s finance operating processes, policies to optimize the overall financial functions with efficiency and accuracy while ensuring internal controls and reflecting industry best practices.
• Prepare annual budget and tracking in collaboration with finance contractor.
• Provide high level support of the President / CEO and contribute as a member of the executive team
• Reviews and approves financial activities of the organization.
• Annuity oversight of the 403(b) plan, it’s audit and act as a trustee of the plan.
• Develop and maintain comprehensive knowledge of grants and contracts held.
• Coordinate audit and review financial statements in compliance with GAAP.
• Work on review of the annual CPI to make recommendation to President / CEO of organization-wide salary adjustments and performance merits.
• Maintain awareness of agency-wide priorities, activities, direction, and needs. This awareness is important in the Advisory role to President / CEO. Bring potential operational concerns and / or improvements to attention of the President / CEO.
• Present to the Board of Directors during board meetings. Assist the President / CEO in oversight of budgets and investments.
• Maintain confidentiality of all clients, staff, program and organization matters.
