With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027.
The Office of Strategic Operations and Performance Management (SOPM) in the Office of the Chief Operating Officer for DOHMH is responsible for leading the implementation of policy efforts across the agency. This office supports the overarching strategies of DOHMH, fosters organizational alignment with those strategies, and supplements divisional capacity as needed. SOPM supports the agency’s external, partner-facing public health programming through rapid development, deployment, and stewardship of data management tools.
Job Description :
Under the direction of the Data Engineering Specialist, the Data Analyst / Data Project Manager will support the agency’s partner management system, Public Health Partners Connect (PHPC), a Salesforce application which stores the agency’s community outreach and engagement data as well as select program administration and measurement data.
As an analyst, this role will provide direct, hands-on support to maintain and improve existing data integrations with PHPC. They will produce analyses and visualizations of programmatic data and transactional metadata that will help the agency better understand its public health initiatives and improve efficiency and functionality. They will serve as a technical support liaison to health department staff as they integrate their data and business processes into PHPC. These responsibilities will initially amount to 60% of the role’s total duties.
As a project manager, this role will develop new team-wide processes for organizing and documenting our data projects. They will be responsible for producing a library of documentation for internal reference and for all external PHPC stakeholders. They will also be responsible for defining components of upcoming major data integrations and tracking their completion. This may include gathering technical requirements; assessing levels of effort and setting deadlines; serving as point-of-contact to external collaborators; and managing cross-team timelines. These responsibilities will initially amount to 40% of the role’s total duties.
Overall, an ideal candidate would have some experience in both data analysis and project management and be able to develop technical and management strategies that prioritize data cleanliness, accessibility, and sustainability. They will need to be flexible with respect to the tools and methods utilized.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant. All duties performed will be assigned and supervised by DOHMH. This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work.
