The Business Data Analyst will support the Texas Health and Human Services Commission (HHSC) by analyzing existing business processes, system capabilities, and data workflows to identify pain points and recommend improvements. This role will gather and document comprehensive business and data requirements, working closely with both technical and non-technical stakeholders to ensure alignment between business objectives and IT solutions. The Analyst will transform complex data and business needs into actionable Epics, User Stories, and process enhancements that support enterprise technology development and data integrity.
Responsibilities :
- Analyze existing business processes, systems, and data flows to identify inefficiencies and areas for improvement
- Gather, document, and refine business requirements for new or enhanced systems and workflows
- Translate business needs into detailed Epics and User Stories with clearly defined acceptance criteria
- Collaborate with technical teams, product owners, and stakeholders to ensure mutual understanding of requirements
- Conduct workshops, interviews, and data-focused meetings to capture business processes and requirements
- Create and maintain data documentation including dictionaries, data mapping specs, and business requirement documents
- Design and present visual models, dashboards, and performance metrics to communicate insights and timelines
- Evaluate feasibility of proposed system changes based on existing system limitations and constraints
- Support testing efforts by clarifying requirements and acceptance criteria
- Facilitate issue resolution by tracking data-related problems and coordinating with development and QA teams

Minimum Qualifications :
13+ years of hands-on experience as a business data analyst in the IT industry13+ years of experience analyzing and solving complex, data-driven business problems10+ years of experience designing and optimizing data workflows and processes using modeling tools10+ years of experience writing Epics, User Stories, and acceptance criteria for development and QA teams8+ years of experience documenting data dictionaries, BRDs, and mapping specifications8+ years of experience building and presenting visual data models and dashboards8+ years of experience leading and facilitating data-centric meetings and interviewsPreferred Qualifications :
