DESCRIPTION

Under the general direction of the Assistant Superintendent / Vice President of Student Services, plans, directs, manages, supervises, oversees, and coordinates the Enrollment Services and Access Division which includes Admissions and Records, Financial Aid, Job Placement, International Student Programs, Study Abroad, Dual Enrollment and Outreach, Assessment, Orientation, and other assigned departments. The Dean ensures the integrity of all policies, procedures, and programs and works to support the college as a whole. The Dean coordinates assigned activities with other district departments, divisions, and outside agencies and provides highly responsible and complex administrative support to the Assistant Superintendent / Vice President of Student Services.

REPRESENTATIVE DUTIES

E = indicates essential duties of the position

Provides strategic leadership and planning for student services delivery systems, including Enrollment Services. Collaborates with faculty and staff on program development, modifications, and resource prioritization; ensures a responsive, student-centered approach that enhances efficiency and integration across departments; conducts program analysis, prepares multi-year plans, and contributes to District-wide planning efforts. (E)

Plans, organizes, controls, and directs the registration of District students; directs the review and processing of student enrollment applications; ensures proper, timely, smooth, and efficient registration processes; prepares related Admission and Records information for the catalog and class schedules. (E)

Oversees the development, implementation, maintenance, and evaluation of Enrollment Services, and ensures that state and federal regulations are implemented in academic policies and anticipates legal ramifications, including but not limited to security, privacy, identity theft, and fraud. (E)

Coordinates department programs, services, and communications between administrators, faculty, staff, other departments and divisions, outside agencies, governmental agencies, students, and the public; establishes and maintains partnerships in support of department activities. (E)

Leverages technology and collaborates with ITS to enhance automated systems and long-term strategic planning for Enrollment Services. (E)

Stays current on state, national, and regulatory developments, innovations, and technologies in higher education—particularly in student services, enrollment, and admissions and records—and evaluates their impact to implement relevant policy and procedural updates that ensure compliance and effectiveness. (E)

Actively participates in the college’s policy and decision-making committees; supports the shared governance process. (E)

Participates in outreach activities and maintains effective communication with feeder school districts, community-based organizations, and public agencies; develops and participate in college-community partnerships; makes public presentations on behalf of the college. (E)

Manages budgets under assigned areas of responsibility to ensure compliance with Board policies, administrative guidelines, and State and Federal requirements. (E)

Prioritizes division financial needs, including new personnel, program funding, technology, and equipment, and communicates those priorities clearly to the departments involved and senior administration. (E)

Collaborates with staff and administration to design program schedules, implement program review procedures, and ensure alignment with student learning outcomes. (E)

Supervises the evaluation of college transcripts and other evidence of past educational experience and review of degree requirements for graduation purposes. (E)

Supervises the procedure for student petitions. (E)

Provides technical direction and guidance; provides coaching and addresses performance concerns as needed; assigns workloads for effective processing of student needs. (E)

Supervises the preparation of the 320 State apportionment report, enrollment / FTES comparisons, and other reports as required. (E)

Analyzes requests for staff to meet short-term and long-term needs and make recommendations to the Vice President of Student Services; assists in the development of job descriptions for new positions. (E)

Performs other related duties as assigned. (E)

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE :

Master’s degree from a regionally accredited institution and three (3) years of experience in programs related to the assignment and one year of leadership or administrative experience. Three (3) years of experience working in student services programs or related areas, preferably in enrollment management / admissions and records are desirable.

Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, differing abilities, and ethnic backgrounds of community college students, passion for the pursuit of DEIA principles and how that positively impacts the organization, and how positive leadership successfully promotes the achievement of all students’ educational goals.

OTHER INFORMATION

KNOWLEDGE OF :

Equity-based principles and culturally relevant leadership in higher education.

Techniques for providing a high level of customer service by effectively dealing with the public, vendors, students, and District staff, including individuals of various ages, disabilities, various socio-economic and ethnic groups.

Change Management strategies.

Higher education in community colleges, including the mission of the California Community Colleges.

Participatory governance within the California Community College System.

Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned programs, projects, and operations including Title 5 and Education Codes related to attendance accounting, residency, student and faculty rights, record-keeping and related matters.

Policies and objectives of assigned programs and activities.

Budget preparation and control.

Principles, practices, and techniques of effective administration, supervision, training, collaboration, communication, and the development, implementation, and evaluation of student services programs, services, plans, goals, and objectives.

Collective bargaining agreements and varied evaluation procedures for staff and faculty.

District organization, operations, policies, and goals.

ABILITY TO :

Provide effective leadership in supervising, training, evaluating, and coordinating the work of management, supervisory, professional, and technical personnel; delegate authority and responsibility appropriately.

Ensure adequate resources, services, and staff to meet student needs.

Effectively communicate orally, electronically, and in writing across various and diverse audiences and constituent groups.

Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations.

Direct the maintenance of a variety of reports, records, and files related to assigned activities.

Analyze student development / training needs based on information from college and community stakeholders, labor market data, demographic information, and surveys.

Identify resources and complete grant writing and / or program development.

Prepare and administer large and complex budgets; allocate limited resources in a cost-effective manner.

Travel to multiple educational sites to fulfill duties.

Promote and develop partnerships with educational and community organizations.

Work as liaison for communications between administrators, students, and the community at large.

Demonstrate understanding of Student Learning Outcomes and ACCJC Accreditation Standards for higher education.

Commit to effectively leading a culture of successful participatory governance, consensus building, and a team approach to management, supporting academic freedom and academic achievement.

Develop and implement equity-based programs, policies, and student support services to foster an inclusive, student-centered institution.

Analyze complex situations and challenges accurately; use data and innovative strategies to inform decisions and develop equitable, student-centered solutions.

Manage concurrent projects and coordinate efforts across departments and personnel, while meeting critical deadlines and maintaining a collaborative, team-oriented approach.

Develop enrollment-related services and initiatives that support student onboarding, persistence, and access.

Articulate college policies and procedures.

WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES : Supervises work of a diverse team of faculty, staff, student workers, and others as required by duties assigned.

CONTACTS : Administrators, staff, students, vendors, government agencies, public and community members and co-workers.

Requires the ability to exert physical effort, such as walking, standing, and light lifting.

Ability to operate office equipment.

Tasks require extended periods sitting and at a keyboard.

Employees are frequently required to walk and stand.

WORKING ENVIRONMENT :

Normal office environment at potentially multiple sites.

Frequent interruptions.

The employee must travel to locations other than the assigned work site and may be required to work evenings and weekends.

Typical 40-hour work week minimum, with occasional night and weekend work.
