Summary

This position is within the National Nuclear Security Administration (NNSA) Office of Secure Transportation Office of Technical Services (OTS) Safety and Security Division (SSD) has a great opportunity for a Program Manager. As a Program Manager you will serve as the Safety and Security Division Director and manage the division through multiple subordinate branch chiefs.

Duties

As a Program Manager you will :

  • Manage the work of the Safety and Security Division through multiple subordinate branch chiefs.
  • Perform duties as the delegated Officially Designated Federal Security Authority (ODFSA) with responsibility for the development implementation and oversight of OSTs safeguards and security programs.
  • Be responsible for long-range program development implementation and evaluation budgetary planning and the establishment and coordination of special program efforts and major projects.
  • Provide advice to OST and NNSA senior program officers on all matters relating to OST Safety Security Testing and Analysis and Human Reliability Programs.
  • Conduct organizational assessments in the program areas of safety security HRP vulnerability assessment and performance assurance.
  • Plan work to be accomplished by subordinates set and adjust priorities and prepare schedules for completion of work.

Trial periods are required for all excepted service employees. Trial periods served in the same position and agency with no break in service will satisfy the requirement.

    Qualifications

    SPECIALIZED EXPERIENCE REQUIREMENTS

    A qualified candidates online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service i.e. NQ-03 or GS-14. Specialized experience for this position is defined as : Leading security and risk assessments and hazardous operations safety programs addressing environmental public health and safety issues. Demonstrate expert command of safeguards and security principles covering regulatory compliance physical security systems and vulnerability assessments.

    Examples of Specialized Experience

  • Experience utilizing management principles policies and practices with specialized and extensive knowledge of the principles and techniques required to independently plan and carry out programs.
  • Experience to serve as a national resource for the Transportation Safeguards System (TSS) transportation risk assessment which impacts transportation operations throughout the continental United States.
  • Experience managing hazardous operations safety disciplines sufficient to recognize and aid in the resolution of conflicting environmental public health and safety requirements in both normal and accidental situations.
  • Experience in the application of safeguards and security principles directives and practices as demonstrated by substantial experience interpreting regulatory requirements for compliance.
  • Experience in the application of the practices and theories of security regulations related to physical security systems classification information security vulnerability assessments and performance assurance programs.
  • Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include : volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies knowledge and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    CTAP / ICTAP candidates : To be considered well qualified you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP you must meet the definition of well qualified which is defined as having a score of 85 or better.
