Responsibilities :

  • Conducts detailed analyses and provides uniform and comprehensive methods for collection and presentation of financial and statistical data.
  • Performs the application of accounting and finance principles, theories, concepts, and practices to ensure that financial management and accounting systems produce accurate results and meet legal and regulatory requirements.
  • Evaluates finance and accounting services and processes or to recommend new processes.
  • Reconciles a variety of reports, vouchers, and supporting financial documents, makes input to various automated systems as necessary and assists with the resolution of problems.
  • Works with computer specialists to develop, implement, and modify accounting and financial management systems to meet the organizational needs.
  • Analyzes output for reliability and accuracy and for the effects of actions on other accounting and finance systems.

The duties, described above, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.

To be hired at the GS-07 entry grade level, applicants must minimally have :

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience such as providing technical knowledge and expertise of financial standards and principles as they relate to military pay by applying applicable laws, regulations, policies and procedures to resolve issues relating to financial entitlements and military pay discrepancies.

To be hired at the GS-09 entry grade level, applicants must minimally have :

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience such as researching and interpreting financial regulations, policies and laws to provide recommendations to managers; analyzing and evaluating reports and data from financial systems; and / or researching and interpreting financial policies and laws to resolve financial issues.

To be hired at the GS-11 entry grade level, applicants must minimally have :

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience such as analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance; and / or analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems.

GS-07 Time-in-Grade : Current federal employees who have held a GS-05 position or higher in the preceding 52 weeks on a permanent competitive appointment may be considered.

GS-09 Time-in-Grade : Current federal employees who have held a GS-07 position or higher in the preceding 52 weeks on a permanent competitive appointment may be considered.

GS-11 Time-in-Grade : Current federal employees who have held a GS-09 position or higher in the preceding 52 weeks on a permanent competitive appointment may be considered.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education Substitution of Education for GS-7 Experience : One full year of graduate level education or Superior Academic Achievement may be substituted to meet the specialized experience requirement.

Substitution of Education for GS-9 Experience : A Master's or equivalent graduate level degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement.

Substitution of Education for GS-11 Experience : A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement.

If you are using education to substitute for the specialized experience and / or a basic requirement, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university.

Additional Information :

Moving expenses will not be paid. The Tax Cuts and Jobs Act of 2017 makes certain reimbursements / payments taxable. For information on these changes and the Relocation Income Tax Allowance (RITA), for which some appointees are eligible, click here.

Telework availability is limited and will only be provided on a rare case-by-case basis during situations where Agency Leadership has determined that telework serves a compelling DoD need.

We may use this announcement to make a temporary promotion. For some positions, the temporary promotion may be made permanent without further competition.

Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment.

We may use this announcement to fill additional vacancies within 120 days of the closing date.

This position is Exempt from the Fair Labor Standards Act. Travel requirement is Seldom (1-24%)

This position is not covered by a bargaining unit.

This position will be covered by formal training under the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS.

Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated.

For grades below the full performance level, only MSP / PPP eligible candidates who currently occupy a formal training program position will be entitled to exercise their priority preference.

The Security Designation will vary and dependent upon position and may require a secret clearance or higher.

Employment in this position requires a background investigation which may delay starting date.

If you are selected and cannot obtain a favorable security determination within a reasonable period of time due to disclosed / undisclosed background issues, the employment offer may be withdrawn.

Individuals selected are required to obtain / maintain a favorable security determination to occupy a sensitive position within the agency as a condition of employment. Failure to maintain eligibility to occupy a sensitive position may result in termination.

This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period.

Failure to become certified within the required time-frame may be grounds for removal from the position and / or from Federal service.
