The primary purpose of this position is to serve as a resources advisor / budget analyst performing day-to-day control and management involving the formulation, execution, and / or analysis of the organization's budget and funding requirements. Responsibilities Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Performs budget formulation work involving review and preparation of budget estimates and financial plans. Serves as the functional point of contact for day-to-day budget / financial issues. Uses budgetary and other automated system(s) and computer-generated products in accomplishing budgeting / funding assignments. Provides advice, assistance, and guidance on budgeting and related information and conducts analyses, reviews and special studies of budget and / or related information. Requirements Conditions of Employment Qualifications This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS / GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Series. EXPERIENCE REQUIRED : Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include : knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other organization-specific guides which apply to assigned budget accounts (e.g., organizational components, programs, services, object classes, and / or line items) to perform and advise on budget administration tasks / assignments. Analytical skill to interpret the source information and apply it to the budget. Apply the budget formulation processes to forecast annual revenues and expenses of assigned funds and to enter / adjust information in forms and schedules in acceptable budget formats (e.g., showing fund assets and liabilities). The need to identify and refer those reprogramming actions which require prior approval to officials at higher echelons, such as assignments that design and planning of difficult, but well-precedented projects. Acknowledge sources of funding of assigned budget activities in order to relate needs and accomplishments of the organization to anticipated actual dollar figures in the budget. Notably provide the necessary skills in carrying out assignments, operations, and procedures in the budget capacity that lean toward significantly and or more difficult and complex work assignments. All of which would be gained through job experience to permit independent performance of recurring assignments. Note : Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION : Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION : Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : Knowledge of the principles, concepts, and practices of budget analysis, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly; and knowledge of security practices for ensuring the safeguarding of classified information. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. CONDITIONS OF EMPLOYMENT CONTINUED : This position is covered by the DCIPS, and as such will subject the incumbent to those examinations and or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal. Financial Disclosure : Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6 / 08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006. This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY : If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application. Official transcripts are not required at the time of application; however, if position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified prior to appointment.
