Campus Fire Marshal

Under the general direction, and with broad discretion, of the Assistant Vice Chancellor of Environment, Health & Safety (EH&S), the Campus Fire Marshal directs and manages the Fire Protection Division, one of six programmatic divisions in EH&S.

The Fire Protection Division is responsible for all fire and life safety programs, fire prevention activities, fire investigations, campus compliance with fire protection codes and related regulations, emergency response to fire and hazardous materials incidents, special events fire and life safety, and new construction plan (Title 24) review and life safety construction inspections. The Campus Fire Marshal will proactively assess risks to establish systems and procedures to protect organizational assets and determine strategies for a program with organization-wide impact.

Fire Protection Division programs have campus wide impact, including the UCLA Medical Center, the UCLA-Santa Monica Medical Center, and extends to all UCLA owned / managed off site facilities.

In conjunction with the Office of the State Fire Marshal, programs and responsibilities within the jurisdiction of the Campus Fire Marshal include :

• fire safety building inspections (Title 19)
• targeted hazard fire and life safety inspections
• construction / renovation plan review & consultation
• construction / renovation site inspections and approval
• property inspections for office of real estate
• code development and promulgation
• cause and origin fire investigation
• criminal investigations relating to arson and fire laws

The Campus Fire Marshal will also be responsible for the following :

The incumbent will be a part of the Hazardous Materials Management plan development (Business Plan for Los Angeles City Fire Department) in conjunction with the EH&S' Certified Unified Program Agency (CUPA) Coordinator. The Campus Fire Marshal serves as backup Incident Commander during UCLA Campus hazardous materials incidents and assumes the role of Hazmat Incident Commander during hazardous material incidents. The incumbent also serves on the On-Call EH&S Managers call back list.

("On-Call" refers to those who are obligated by UCLA employment to mitigate after hours EH&S related incidents.)

The Campus Fire Marshal will develop new programs in response to changing regulations and ensure awareness of and compliance with all applicable rules, regulations, and etc. The Campus Fire Marshal oversees specialized technical programs and serves as an organization expert within these fields.

The Campus Fire Marshal also manages the UCLA Office of the Campus Fire Marshal consisting of six Deputy Fire Marshals (two Captains and four Deputies). The incumbent has significant responsibility to achieve broadly stated goals through subordinate managers. The incumbent determines objectives, directs programs, develops strategies and policies, manages resources (human, financial, and physical - including selection), training, performance evaluations, and as required, corrective action for staff levels and functions with a high degree of autonomy.

The incumbent will develop, implement, administer and monitor budgets and expenses of the UCLA Officer of the Campus Fire Marshal, ensuring compliance with budgetary allocations.

UCLA provides a full pay range. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations. Salary offers at the top of the range are not common.
