Oversees and manages staff engaged in maintenance, repair and service activities for the Public Right of Way / Streets Maintenance, Storm Drain / Drainage Maintenance, and Facility Maintenance (includes facilities at the airport) divisions of the Public Works Department.Responsible for communicating policies, goals, objectives, rules, assignments, and other information related to job duties to maintenance supervisors and staff.Responsible for overseeing the training, development, and tracking required certifications of staff to perform job assignments. Preparing job evaluations and tracking and advocating for staff and staffing needs to city administration.Implements safety training programs for new and existing staff; ensures compliance with safety provisions and protocols applicable to staff; provides mentoring for staff to promote professional growth, high morale, and succession planning; conducts regular safety training meetings.Establish and maintain effective working relation ship with staff, management, and other city departments.Prepares and implements effective preventative maintenance plans and schedules for assets managed by the division.Prepares and implements project plans for facility and right of way improvements and coordinates with division staff, other City departments, and third-party vendors to execute improvement plans.Coordinates with and supervises Maintenance Supervisors on department goals and needs to ensure that assigned tasks are appropriately assigned and completed by maintenance staff.Coordinates with public works engineer staff on implementation of various city projects related to public right of way, paving, sidewalk, drainage systems, landscaping services, and facility improvements.Maintains beautification of city-maintained medians and facility landscaping.Assists with identifying, recommending, reviewing and assessing strategic plans.Develops, establishes, and implements best management practices and maintains standards.Investigates and answers Public Works complaints or inquiries.Performs the duties of the Streets Superintendent as identified in the City of Banning Municipal Code.Provides input regarding equipment, facilities and related needs.Monitor and control supplies and equipment; track and maintain inventory and supplies to ensure effective use of budget expenditures.Assure that the City's asset management and work order program is implemented and accurate in order to provide the director with analysis and reports; maintains accurate records and files.Manages daily operations to promote an efficient, safe, and cost effective environment.Provides outreach and public education programs to the community.Manages and administers departmental contract operations, including procurement, invoice processing, and contract compliance.Develops formal and informal bids, scope of work, RFQ / RFP's, directs and participates in solicitation, pre-bid meetings, evaluation, and award of RFP's; prepares agenda reports and administrative documents.Manages various public works contracts including landscape maintenance, traffic signal maintenance, street sweeping services, janitorial services, elevator maintenance, pest control, HVAC service and maintenance, and various other contracted servicesMonitors department compliance with purchasing guidelines and regulations.Coordinate with contractors in providing contract services; solicit and collect bids according to City policies for large projects or projects outside of staff capabilities.Performs annual budget preparation, analysis, and administration; analyze and report on budget status related to division tasks and programs; analyze financial data to develop plans, policies, and budgets to enhance division services; identifies and recommends resolutions for budgetary problems.Attends and participates in professional group meetings, conferences, workshops, and training sessions.Provide various reports to other departments as necessaryRepresents the City with over governmental agencies, regulatory bodies, contractors, consultants, civic groups, and concerned citizens.As directed, attends meetings, including those scheduled after normal working hours.Provides managerial assistance to other departments or divisions.Performs other duties as assigned or required.Knowledge of :

An Associate of Arts Degree in Public Administration, Business Administration or Management, six (6) years of public works maintenance experience that includes two (2) years of management and / or supervision, intermediate to advanced skill in Microsoft 365 applications and intermediate to advanced skill in other proprietary software applications.Desirable Qualifications :
A Bachelor's
