Airport Operations Coordinator

This position assists in planning, coordinating, and driving various activities and operations related to airfield management, including inspections and airport safety and security activities. Under supervision, this position provides security, emergency, and other training required by FAR Part 139. This position is responsible for updating and revising policy and practice documents to ensure compliance with FAR Part 139 and providing solutions to operational challenges. A willingness to complete other operational and administrative duties as assigned is required. Work is performed under the general direction of a designated supervisor and checked for accuracy, quality, and the ability to complete work in a timely and cost-effective manner.

Essential functions include assigning and directing the work activities of subordinates, conducting FAR Part 139 airfield inspections, assessing airfield conditions for safe aircraft operations, conducting inspections of airport facilities, ensuring satisfactory levels of service, repair, and maintenance, generating work orders as may be required, conducting wildlife management following the airport's approved Wildlife Hazard Management Plan, assuming responsibility for coordinating appropriate actions in response to emergencies and other airport incidents per the airport's approved Airport Emergency Plan, conducting and ensuring compliance with airfield drivers training, security training, emergency training, airport familiarization training, and other training as required by local, State, and Federal regulations, conducting screening of applicants for security credentials following the airport's approved Airport Security Plan, assisting in developing distribution, control, accountability, and verification procedures of airport access systems, assisting with maintaining the airport's noise mitigation program(s), responding to and logging public comments / complaints, investigating aircraft noise events, and referring noise issues as appropriate to other airport personnel, providing and coordinating escorts for contractors and vendors needing access to airport facilities, acting as liaison between the airport and other private and governmental entities as necessary, responding to questions and inquiries from the public, airport tenants and users, airlines, and governmental agencies, resolving complaints or referring matters as appropriate to other airport personnel communicating with tenants and users regarding grievances, performance deficiencies, and other operational issues, ensuring compliance with all federal regulations on airport operations, safety, certification, and security, including monitoring and evaluating daily activities of airside and landside operations, revising and updating airport primary guiding documents to ensure compliance with local, State, and Federal regulations, including but not limited to FAR Part 139, required to work overtime, or alternate hours, as necessary for the efficient operation of the airport, researching and compiling data as the basis for reports and recommendations, analyzing specific operational areas as assigned and providing recommendations and assistance with proposed solutions and / or alternate methods or procedures, ability to work a rotating shift and rotating on-call schedule and be available for response to after-hour emergencies, position is designated as Emergency and Essential and Mission Critical.

Additional functions include performing related work as required.

Qualifications (Education, Training, and Experience) : Bachelor's degree from an accredited four (4) year college or university in Aviation Management, Business Administration, or related field. One (1) year of training and experience in airport operations at an airport certified under FAR Part 139. An equivalent combination of education, training, and experience that provides the knowledge, skills, abilities, and other competencies necessary for success in the target position may be considered.

Special requirements : Must possess a valid driver's license. Must maintain a valid telephone number. Must pass a ten-year fingerprint-based criminal history records check (CHRC) and security threat assessment (STA) ongoing. May be required to pass an elevated background check provided by the City of Lakeland Police Department upon hire.

Knowledge, Skills, Abilities : Knowledge of federal rules and regulations for airport operations, design, and construction. Knowledge of aircraft types and performance characteristics. Knowledge of airfield communications procedures, navigational aids, and meteorological phenomena. Ability to obtain a Remote Pilot Certificate from the Federal Aviation Administration (FAA) under the FAA's Small UAS Rule, FAR Part 107. Ability to coordinate the work of contractors and consultants. Ability to communicate clearly and effectively both orally and written. Ability to write reports and provide documented recommendations. Ability to establish and maintain effective working relations with airport users, tenants, contractors, governmental agencies, and the public. Skilled in using computer-based applications including but not limited to the operation of Microsoft Office (Word, Excel, PowerPoint) and other typical software applications used in an office environment.

Working Environment / Physical Requirements : Requires light manual work that involves walking or standing some of the time, sedentary work that involves routine keyboard operations, and the ability to exert up to ten (10) pounds of force regularly. The job requires exposure to hot / cold temperatures, adverse weather, and wet / humid conditions. The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
