Position Summary

The Field Safety Officer is a hands-on leader who helps our crews work safely and efficiently every day. Reporting to the Chief Project Engineer & Business Development Officer, this vital job will coach field teams across roadway and bridge maintenance projects, ensuring work practices align with company policies, DOT and OSHA requirements, and our zero‑harm goals. This role will be present in the field to lead safety briefings, verify work zone setups, observe high‑risk activities, and provide practical guidance that keeps people protected and operations moving. This position will analyze incidents and near misses, track leading indicators, and turn insights into clear, proper training and improvements. By building trust with supervisors, subcontractors, and client representatives, you will strengthen our safety culture, support storm and incident response, and help OASIS IAM deliver reliable, compliant, and quality results.

This position requires traveling throughout the South Florida region, performing field visits at our Miami Lakes, West Palm Beach, Pompano Beach, Jensen Beach, and Belle Glade projects and offices.

DUTIES AND RESPONSIBILITIES:

  • Knowledge of various highway maintenance equipment, such as, but not limited to, tractors, dozers, loaders, trucks, and graders, performing highway maintenance duties; material usage in the field and crew operations; quantity records and supply usage.
  • Extensive experience with the organizational structure, functions, procedures, and applicable regulatory requirements of the Department of Transportation and contract documents.
  • Knowledge of source materials and guidelines that can be used to resolve problems encountered that are not covered by precedent action.
  • Knowledge of the standard methods, materials, tools, and equipment used in highway maintenance
  • Knowledge of the federal, state, and departmental regulations applicable to the work, such as the proper use of safety equipment (i.e., shoes, hard hats, goggles, etc.), equipment operation, and materials handling.
  • Knowledge of elementary engineering principles and practices involved in highway maintenance operations.
  • Knowledge of the effects weather conditions have on road surfaces (i.e., expansion, contraction, deterioration, erosion, etc.) and the extent to which these conditions affect the safe movement of traffic.
  • Knowledge of the occupational hazards and safety precautions applicable to the work.
  • Knowledge of rules and regulations about the proper placement of signs and placards within and along the highway right of way.
  • Ability to plan, direct, and supervise the work of employees.
  • Ability to assess road conditions, hazards, and surface deterioration to determine the need for repair or corrective action.
  • Ability to establish program objectives or performance goals and to assess progress toward their achievement.
  • Ability to objectively evaluate facts, situations, and circumstances.
  • Ability to analyze Maintenance Rating Program (MRP) reports of road conditions, hazards, and surface deterioration to determine the need for repair or corrective action.
  • Ability to plan, prepare, and monitor budget expenditures to ensure a complete and efficient highway maintenance program.
  • Ability to work outdoors in all types of weather conditions, day or night, in everyday and emergency situations.
  • Ability to drive vehicles safely and conscientiously.
  • Ability to drive equipment with a manual transmission and clutch.
  • Ability to climb, kneel, crouch, crawl, stoop, and twist, and perform duties using appropriate tools and equipment within safety standards.
  • The ability to walk over uneven ground.
  • Ability to accurately perform mathematical calculations.
  • Ability to operate computers and/or other electronic devices and use programs/applications to conduct business.
  • Ability to understand and follow verbal and written directions/instructions given in English.
  • Ability to display high standards of ethical conduct. Refrain from dishonest behavior.
  • Works and communicates with all clients and customers, providing polite, quality professional service.
  • Ability to display a high level of initiative, effort, attention to detail, and commitment by completing assignments efficiently with minimal supervision.
  • Follows policy, cooperates with supervisors, and aligns behavior with the goals of the organization.
  • Able to work weekends, evenings, holidays, and “on-call” responsibilities, and flexible hours when necessary

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge

  • Must be knowledgeable of the DOT Protection Manual (DOTPM), Occupational Safety and Health Administration (OSHA) regulations, DOT Safety and Health (DOTSH) regulations,
  • Must know about Incident management, severe weather management and response, major and minor crashes, hazardous and non-hazardous materials spills, and any other type of related activities.
  • Work zone traffic control principles and roadway maintenance safety practices.
  • Must have a current OSHA 30-hour Construction Industry outreach training course. Completion of the USACOE EM-385 course may qualify the candidate; however, the OSHA 30-hour construction course must be completed within one month.
  • Must complete the 40-hour HAZWOPER course if the candidate is not already qualified.
  • The following courses must be completed within the first month of assuming the role of Safety Officer: Advanced Work Zone Traffic Control, NIMS 100, 200, 700, 800, and the DOT Level 1 Incident Commander Training.

EDUCATION AND WORK EXPERIENCE:

Required Qualifications

  • Must have a high school diploma or GED, bachelor’s degree preferred.
  • Must be at least 23 years old (per company insurance requirements).
  • Must possess an active and valid Florida driver’s license with no restrictions and be able to pass a Motor Vehicle Record (MVR) check and maintain insurability under company policy.
  • Basic math, reading, and recordkeeping skills to complete work orders and material logs accurately.
  • Ability to obtain Maintenance of Traffic (MOT) or Flagger certification within company timelines
  • Willing and able to travel within the assigned district and report to different work sites; living within a reasonable response time to the yard is preferred.
  • Compliance with the company's Drug and Alcohol Policy; able to pass pre-employment and random testing. A background check and job-related physical may be required.
  • Must have two (2) years of documented safety experience in transportation construction, engineering, or maintenance, leading a safety program at a project level.
  • Experience as an operations supervisor or crew foreman with oversight of field safety operations may be substituted for the full-time safety experience.
  • Have a diverse skillset and ability to motivate teams, engage with project team leaders, and serve as a safety point of contact.
  • Willing to travel as needed for project requirements and able to collaborate with project teams while working in the field.

Preferred Qualifications

  • Associate or bachelor’s degree in occupational safety, industrial hygiene, construction management, or a related field.
  • Professional credentials such as CHST, ASP, CSP, or OHST; ATSSA Traffic Control Supervisor or Intermediate/Advanced MOT.
  • Additional training such as OSHA 510/500, ICS 300/400, First Aid/CPR/AED instructor, and HAZWOPER Supervisor 8‑hour refresher.
  • Experience supporting DOT highway or bridge maintenance programs (FDOT, VDOT, SCDOT), including storm and incident response.
  • Demonstrated success implementing leading indicator programs, safety observations, and behavior‑based safety with measurable improvements.
  • Strong root cause analysis and corrective action planning; able to write clear incident reports and deliver targeted training.
  • Proficiency with safety and asset systems such as CMMS, learning management systems, and digital inspection apps; solid Excel or basic BI skills for dashboards.
  • Knowledge of MUTCD work zone requirements, temporary traffic control audits, and night work safety considerations.
  • Familiarity with environmental and industrial hygiene basics such as heat stress management, silica, noise, and confined space awareness.
  • Defensive driving certification and clean MVR.
  • Train‑the‑Trainer experience for topics like work zone safety, PPE, fall protection, and hazard communication.
