The Opportunity
WSDOT is seeking a dynamic and forward-thinking Capital Projects Manager to join our team in Spokane WA. This key leadership role is responsible for delivering the Rail Freight and Ports (RFP) Divisions full portfolio of capital projects including state and federal grants state-funded loans and legislative line-item investments excluding capital work related to the Palouse River and Coulee City (PCC) Railway. The position plays a critical role in strengthening Washingtons transportation network and supply chain by providing strategic guidance informed recommendations and expert oversight of capital project delivery.
In addition to managing the capital program this role leads division-wide property management activities including property and lease negotiations appraisal disposal and stewardship of assets across the 300-mile PCC railway system. The Capital Projects Manager also supports the development of new grant programs and provides leadership to the Capital Projects Unit ensuring seamless coordination and successful delivery of RFP capital initiatives statewide. What to Expect
Among the varied range of responsibilities held within this role the Capital Project Manager will :
- Oversee the development and delivery of the Freight Rail Assistance Program (FRAP) grants program which includes issuing a Call for Projects managing multi-agency review and scoring of applications agreement development invoice payments annual legislative reporting and ensuring agreement requirements are fulfilled.
- Oversee the development and delivery of the Freight Rail Investment Bank (FRIB) loan program.
- Oversee the development and delivery of the Port Electrification Program provisions and grant projects.
- Oversee the development and delivery of all legislative line-item projects.
- Craft and negotiate agreement language and requirements.
- Executing agreements and amendments while monitoring project progress to ensure agreement requirement are met processing reimbursements and closing out the agreement once the project is finished.
- Represent the RFP Division with the agencies Climate Commitment Act (CCA) management.
- Manage and oversee the implementation of the Climate Commitment Act (CCA) on qualifying capital projects.
- Represent the RFP Division with the agencies Healthy Environment for All (HEAL) Act management.
- Manage and oversee the implementation of the HEAL Act on qualifying capital projects.
- Assess the impact of proposed and existing federal and state laws or regulations on the RFP capital program and its stakeholders.
Qualifications
To be considered for this opportunity the following are required :
Complex Project Delivery : Proven experience leading multi-party projects from planning through construction closeout including grants contracts funds schedules and teams.Project & Financial Management : Ability to deliver projects on-time and on-budget while ensuring compliance with schedules budgets and financial targets.Real Property & Contract Expertise : Skilled in preparing legal descriptions exhibits contracts property disposal and leases while ensuring adherence to regulatory and stakeholder requirements.Regulatory & Policy Compliance : Advanced understanding of federal state and agency regulations to guide property management and project decisions.Stakeholder Engagement & Collaboration : Ability to manage politically sensitive interactions communicate effectively and build partnerships with internal teams agencies and external stakeholders.Leadership & Staff Development : Experience empowering staff applying Lean principles building effective teams and implementing process improvements.Project Controls & Oversight : Competent in developing reviewing and ensuring quality of project schedules budgets estimates and financial documentation.Policy Implementation in Rail Projects : Skilled in applying regulatory frameworks (e.g. Complete Streets HEAL Act) to qualifying rail contracts and capital projects.Growth Mindset : Actively demonstrates a commitment to learning and growth.Service-Oriented : Takes action to meet the needs of others.In addition the following is required :
A valid drivers license and the ability to operate state-owned vehicles.It is preferred that qualified candidates also have :
Regulatory Compliance : Demonstrated ability to apply federal and state regulations including 49 CFR Part 24 RCW / WAC and WSDOT Right-of-Way processes to ensure compliant property transactions.Property and Project Oversight : Skilled in managing property transactions and delivering projects on time and within budget including contract administration budget monitoring and use of Managing Project Delivery tools.Strategic Budgeting and Funding : Experienced in WSDOT programming budgeting rail funding processes and securing federal grants while maintaining compliance.Personnel Management : Proven ability to implement personnel policies recognize achievements and support employee development and performance.Rail System Management : Knowledgeable in rail track design inspection safety standards PS&E package delivery and methods to monitor and enhance rail system reliability and resilience.Important Notes
