This position will conduct highly complex financial analysis, improve and update financial and budgetary models, develop insightful financial reports, and provide expert-level support to the Administrative Services Director on a variety of special projects. The incumbent must have strong analytical and data modeling skills, business acumen, ability to work with large amounts of data and different systems and translate data into useful information, ability to prioritize and manage multiple projects, be extremely organized & detailed, self-motivated, team-oriented, and must hold masterful communication skills and finance knowledge that allow high-level interactions with management. We are looking for someone extremely reliable, dependable, and willing to go the extra mile.
It is expected that an incumbent for this class is fully competent to perform a wide variety of professional level duties independently, under general direction and without close supervision. Work in this class has complexity of assignments received, and greater independence with which an incumbent is expected to work, exercising considerable initiative and independent judgment in the performance of their work and front-line supervisory responsibility. It is distinguished from the Finance Manager which has full division management responsibility.

Minimum Qualifications :
Sufficient education, training and / or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through :
Education : Equivalent to the completion of the twelfth grade,
AND
Possession of a Bachelor's Degree in Business Administration, Finance, Accounting, Economics, or a related field.
Advanced degree preferred but not required.
AND
Experience : Four (4) years of increasingly responsible professional experience in finance, budgeting, or accounting, including at least two years of experience performing financial analysis.
License or Certificate : Possession of a valid California Driver's License is a condition of initial and continued employment in this classification.

Knowledge of :
Expert-level knowledge of the principles and practices of governmental fund accounting, public sector budgeting, and financial analysis; computerized financial systems; and principles and practices of public administration.

Communicate effectively with District staff, the public, and elected / appointed officials
Understand, interpret, and apply appropriate policies, regulations, and procedures
Work calmly under pressure, proactively take initiative, and meet deadlines when faced with competing priorities.

Working Conditions and Physical Requirements :
Essentially all the employee's working hours are spent in an office. Most work assignments involve a high degree of concentration. There may be some light to moderate physical work in the handling of supplies, files, computer equipment, etc.
Essential duties require the mental and / or physical ability to : work in a standard office environment and use standard office equipment and current software; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse / trackball; sit for prolonged periods of time; stand, walk, reach, bend and safely lift and move equipment and materials weighing up to 35 pounds; converse by telephone, by email, in person, and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public and all different levels of District staff in an effective and professional manner.
