Description

New hires, re-hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidate’s experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview : The District Strategic Leadership Division builds the capacity of LEA board members to better drive student outcomes by building foundational mindsets (e.g., student outcomes orientation), knowledge (e.g., understanding state accountability systems, district systems, and board policy topics), and skills (e.g., data-driven progress monitoring).

This is accomplished through the coordinated efforts across the District Strategic Leadership Supports division including the Superintendent and Board Development team, Texas Strategic Leadership team, Leadership Development Programming team, and the Office of Governance. The collaborative approach by these teams allows for a coalescence around the central tenet of supporting educational progress and improving student outcomes in Texas public schools.

The Lead for Board Development and Training will facilitate across internal agency teams to ensure aligned board-related best practices are incorporated into their programs. This is a highly collaborative role, involving sharing content across internal agency leadership and external stakeholders for feedback as well as maintaining a pulse on the delivery and impact of board supports to continuously improve content and training with lessons learned from the field.

Additionally, this role is responsible for creating critical program training content and tools related to achieving critical milestones and outputs across board-related initiatives as well as the training of trainers through direct facilitation and certification of board training individuals. The content and training development is inclusive of this individual building as well as managing any internal and external stakeholders also supporting the content development process. This includes facilitating multiple rounds of feedback loops to get to final products and then utilizing insights from training and the field to continuously improve upon content, delivery, and strategy over time and across programmatic delivery methods.

The Lead for Board Development and Training is specifically focused on first three key initiatives and avenues for developing and supporting school boards :

1. Evaluating and Improving Student Outcomes (EISO) – grounded in research, EISO is required training for school board members every two years to build foundational knowledge and understanding in critical areas such as A-F Accountability, STAAR, TEKS, Effective Instruction and Talent Systems as well as develop trustee competencies in the areas of student data governance, student focused policy governance, and superintendent oversight and support

2. Lone Star Governance (LSG) – founded on research, LSG provides coaching and support, through a continuous improvement model, for school governing that choose and commit to intensively focus on the objective of improving student outcomes; in addition to the primary focus on improving student outcomes, LSG provides systems for governing legal and fiscal responsibilities

3. Texas Strategic Leadership (TSL) – grounded in the Effective District Framework, TSL supports superintendents through academic strategic planning and performance management with a commitment to engaging and garnering support from the districts’ school boards for all stakeholders to be aligned in the strategies and progress towards achieving student outcomes

Essential Functions

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Evaluating and Improving Student Outcomes Training and Certification : Partner with agency subject matter experts to create and continuously improve upon EISO training content. Facilitate the training and certification process in partnership with the Board Coaching and Development team including reviewing Authorized Provider applications, facilitating Evaluating and Improvement Student Outcomes Trainer of Trainers Training, observing board coaches redeliver EISO for certification approval, etc.

2. Lone Star Governance Content Development and Training : Directly develop and partner with agency subject matter experts to create and continuously improve upon LSG milestone trainings and tools including trainer of trainer materials and board facing materials. This includes supporting other facilitators to deliver as well as directly facilitating training and development of LSG board coaches.

3. Texas Strategic Leadership Content Development and Training : Directly develop and partner with agency subject matter experts to create and continuously improve upon TSL milestone trainings and tools including trainer of trainer materials and board facing materials. This includes supporting other facilitators to deliver as well as directly facilitating training and development of TSL teams to effectively support the superintendent in bringing the board along and garnering support for the strategic planning and performance management process.

4. Cross Agency Coordination and Collaboration : Directly develop and partner with agency subject matter experts and vendors to create and continuously improve upon incorporating board best practices into other agency programmatic work such as Texas Strategic Leadership (TS), Systems of Great Schools (SGS), School Action Fund (SAF), Leadership and Instructional Foundations for Texas (LIFT), School Improvement, Leadership Academy. This includes supporting other facilitators to deliver as well as directly facilitating training and development to internal and external audiences.

5. Performance Management and Continuous Improvement : Evaluate effectiveness of content and training by conducting regular check-ins, reviewing training and programmatic exit tickets and surveys, and programmatic metric data. Incorporate the feedback and input into continuously improving upon content and training development for board best practices.

Qualifications

Minimum Qualifications

  • Education : Graduation from an accredited four-year college or university
  • Experience : At least five (5) years of experience in 1) creating training content for training of trainers 2) facilitating training and certification processes for trainers
  • Other Qualifications

  • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
  • Direct experience with board support is highly preferred (e.g., board member, board coach, district leadership position engaging with the board)
  • Track record of success in creating, facilitating, and certifying trainers in complex content towards impact
  • Understanding of the functions, processes, and challenges of school systems, superintendents, school boards, highly preferred
  • Knowledge of school governance research and best practices such as Student-Centered Goals and Monitoring, Board Policy and Guardrails, Superintendent Oversight and Support, Continuous Improvement of Governance
  • Knowledge of research-based district system best practices such as high-quality instructional materials adoption, instructional leadership, strategic staffing and compensation, and college, career, and military preparation pathways
  • Track record of success managing multiple stakeholders towards ambitious, shared vision and goals by setting clear expectations and holding others accountable for performance. Strong coaching and capacity-building skills to help all stakeholders perform effectively.
  • Highly organized with strong planning and project management skills; ability to balance the demands of multiple projects at different stages of development while maintaining quality and consistency across all work
  • Ability to build relationships and strong rapport with others, and an ability to manage relationships with senior district and internal agency stakeholders
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic, collaborative environment
  • Critical thinking and problem solving with the ability to break down complex information into comprehensive parts and communicate them
  • Success leveraging different strategies and interpersonal skills to move the work forward, demonstrating flexibility and adaptability when presented with a change of course or deadline
