The Technical Expert III (TE III) is a Child Welfare subject matter expert working collaboratively with other TEs and project leadership, responsible for ensuring the design and delivery of technical assistance (TA) and deliverables. As a technical specialist, - subject matter expert, and team leader, the TE III, in addition to design and delivering TA, may hold responsibility for supervision, coaching, and guiding staff and team members in the support and implementation of effective, high- quality TA and communication with the JBS client per established project guidelines.

Fundamental Requirements : The Technical Expert III (TE III) provides project-wide leadership to advance data-driven insights, continuous learning, performance improvement, and enhanced outcomes in child welfare jurisdictions across the full array of services offered. This role requires extensive professional experience in child welfare, including a deep understanding of Title IV-E and Title IV-B federal requirements. Additionally, The TE III must have in-depth knowledge of federal and jurisdictional regulations and processes that impact child welfare programs, policies, systems, data, permanency, and workforce, such as Child and Family Services Reviews (CFSR), Child and Family Service Plans (CFSPs), and Annual Progress and Services Reports (APSR).

Expertise must include experience using child welfare and related human services data sets, and familiarity with community data that can inform problem exploration and solution design. Must have demonstrated knowledge of the Child and Family Services Review process, including the Statewide Data Indicators, Onsite Review Instrument (OSRI), Statewide Assessment, and Program Improvement Plan (PIP) development, implementation, monitoring, and measurement. Additionally, experience using Continuous Quality Improvement (CQI), performance improvement, and implementation approaches, such as : Plan Do Study Act (PDSA), Results Based Accountability (RBA), Appreciative Inquiry, Lean / Six Sigma, DAPIM, DMAIC, or others successfully within child welfare or related fields to improve performance and / or service outcomes is required. Experience in a child welfare jurisdiction and understanding of child welfare priority areas, including workforce and / or permanency, is preferred and knowledge of the use of AI and predictive analytics is highly desired.

The TE III must demonstrate a passionate commitment to consumer-centric design, data-driven decision-making, problem exploration and solution development, as well as peer and family engagement, and effective and efficient delivery of technical assistance (TA). This includes embracing the project's model of TA as a strengths-based, human-centered design, and continuous improvement process that promotes jurisdictions to enhance and sustain their capabilities over time and adapt as needed to achieve successful outcomes.

ESSENTIAL JOB FUNCTIONS :

  • Maintain professional expertise in content areas, ensuring that subject area knowledge remains current; identify trends, emerging issues, policies, and evidence-based practices (EBPs) and share them with program area staff, other TEs, senior management, our clients, and other JBS staff as appropriate.
  • Maintain communication with assigned project / client contacts, responding to requests; participating in meetings; providing up-to-date information about trends, issues, policies, and EBPs; offering recommendations regarding effective TA approaches for grantees, topics for grantee meetings and workshops, and skilled consultants and presenters.
  • Ensure TA activities carried out by project staff meet all contractual obligations and requirements of the client / contract.
  • Manage, guide, and monitor the design and delivery of all TA; ensure all TA- related activities are documented (whether in the designated TA tracking system or other method) in a timely fashion.
  • Lead preparation and ensure high-quality finalization of written deliverables, including site visit reports, meeting reports, literature reviews, technical documents, and other products (e.g., PowerPoint presentations) requested by client.
  • Supervise, guide, and manage assigned TA staff in carrying out delivery of all types of TA.
  • Support professional growth, learning, and performance of each staff person, leveraging everyone's strengths and maximizing each person's contributions to the project.
  • Work with other TEs, the project's senior management team, and JBS client(s) to identify trends in TA needs, analyze which types of TA work and why, identify emerging issues, and design long-term strategies for taking grantees to higher levels of performance / outcomes.
  • Identify issues and successes to ensure the transfer of lessons learned and increased efficiency in the delivery of TA.
  • Collaborate with other TEs to support the exchange of information across all grantees served by the various projects.

The TE III may engage in the following activities given the project engagement :

  • Oversee expenditure tracking and analysis designated, final review of consultant agreements processing, and follow up with grantees and consultants, review of expense vouchers, timely and accurate TA report preparation and submission.
  • Work with senior management, operations, TA staff, and client(s), develop project budgets; monitor the budget to ensure all allocated dollars are spent and no overages are incurred; ensure expenditures comply with contractual requirements.
  • Plays a key role in program development and thought leadership include but not limited to work groups, advisor boards, develop content for the Centers of Excellence meetings, etc.)
  • Research potential new business opportunities including funding agency background and decision makers, fit with JBS, and current incumbent
  • Identify and qualify potential funding opportunities including completion of scorecards
  • Contribute to proposal writing and development.
  • Plays a key role in program development and thought leadership include but not limited to work groups, advisor boards, develop content for the Centers of Excellence meetings, etc.)

  • MINIMUM JOB QUALIFICATIONS :

    Education : Master's degree in relevant field

    Experience :

  • At least 20 years of relevant work experience of which at least 14 years of experience in training, quality assurance or improvement, workforce and / or technical assistance provision in human services, preferably in child welfare; At least 14 years direct child welfare program management and contract management experience. A minimum of 3 years of supervisory experience. At least 3 years contract / grant writing experience.
  • Demonstrated expert-level subject matter expertise in public child welfare, the full continuum of child welfare practices, and topics related to continuous quality improvement, child welfare data, and safety, permanency, and child and family well-being.
  • Demonstrated experience in change management and implementation processes.
  • Experience implementing broad scale projects in a public service system and / or experience managing and coordinating projects in a child welfare environment
  • Demonstrated project management experience, including key partner relationship and consultant management, development of project timelines and benchmarks, and providing guidance and direction to staff across projects and among a variety of teams
  • Experience supporting jurisdictional efforts to create and maintain cross-system partnerships to support child safety, permanency, and family well-being.
  • Demonstrated commitment to personal growth and professional development.
  • PIIO Related Experience :

  • Ability to work in deep partnership with project and organizational staff and cross-systems partners, to include the Data Systems and Analytics Lead, team and advisors, to support jurisdictions understanding and application of data and analytics to improve performance and outcomes.
  • Knowledge of federal CFSR requirements, processes, and data, including Systemic Factor items including how they impact outcomes for children and families.
  • Knowledge of and experience with broader child welfare and human services data sets that may inform performance improvement, innovation, and improved outcomes, including partner systems data (e.g., courts, service providers).
  • Experience facilitating CQI and performance improvement planning discussions with a broad spectrum of child welfare and related professionals, youth, families, and key system partners (i.e., courts, service providers, training system partners).
  • Skills : Interacts well with others in a positive, courteous, and professional manner; functions well as a member of a team and is also able to work independently and without extensive supervision and follows chain of command to address personnel or management concerns. Honors, respects, and celebrates cultural differences. Effective, clear, and professional writing and oral communication skills. Attention to detail.

    Knowledge : Content knowledge of current and emerging issues for assigned grant program areas. Strengths- based approach to delivering TA and to working with others. Knowledge of and experience in Federal government contracting.

    Language : English Fluency (oral and written)

    Security Clearance : Ability to obtain a Public Trust Clearance

    Location : Remote with the consideration that if a candidate lives within a 50-mile radius of our North Bethesda or San Mateo offices will be considered hybrid.

    Physical Requirements :

  • Ability to sit for prolonged periods at a desk or computer workstation.

  • Preferred job requirements :

  • Experience : 3 years' direct program management experience. At least 2 years' supervisory experience. Consulting and contract management experience. Federal government contracting experience working on cross-functional teams including state and federal agency members
  • Experience using and / or overseeing data collection, visualization, analytics, or technology / AI products
  • Language : Fluency in a language other than English
