Criminal Justice Coordination Manager
This posting is open only to current employees of the Criminal Justice Coordination Department. Acceptable experience and education include a bachelor's degree in criminal justice, psychology, or a related field from an accredited university or college; and at least five years of directly related, increasingly responsible executive experience in the criminal justice system, including at least two years of management or supervisory level experience. Certificates and licenses required include certification by the National Association of Pretrial Service Agencies (NAPSA) within twelve months of hire and a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso. Must be able to obtain TLETS certification from the Department of Public Safety. If TCOLE certified, must be in good standing and up-to-date on qualifications to carry. A personal mobile smart device is required by the hire start date.
Essential duties include providing oversight and evaluation of criminal justice activities within the department, assisting the Criminal Justice Director in strategizing, organizing, reviewing, designing, and evaluating the overall operations and development of the department's administration, and ensuring that policies and procedures are in place supporting the department and county mission and vision. Additional duties specific to the assigned area include overseeing the Assessment and Intake Unit, Supervision Unit, and Reentry Unit. Other important duties include performing other related duties as assigned, maintaining a safe and healthy workplace environment, and being available to respond to work beyond standard workday or workweek hours as necessary.
The Criminal Justice Coordination (CJC) Manager provides direct oversight of one of the units under the CJC : Assessment and Intake, Supervision, or Reentry. The Manager will support the vision and mission of the department, to include evidence-based practices, collaboration with justice stakeholders, and coordination of criminal justice activities. The Manager will provide oversight of the CJC supervisors and staff as assigned by the Criminal Justice Director. The Manager will provide support to the Criminal Justice Director and Assistant Director of Justice and Rehabilitation in administrative, personnel, and department operations as assigned.
Organizational relationships include reporting to the Criminal Justice Director or designee, directing CJC supervisors and other CJC staff as assigned, and having frequent contact with other County departments, law enforcement, attorneys, judges, judicial staff, non-profit organizations, and the public.
Minimum requirements include knowledge of policies, practices, procedures, and legal terminology related to the court system; federal, state, local, and county applicable laws, rules, regulations, and pretrial services standards and procedures; budget preparation and office management; grant writing; business letter writing and report preparation; policies and procedures regarding the Criminal Justice Coordination Department and employment matters; principles and practices of effective customer service; effective supervisory principles, practices, and techniques; English usage, grammar, punctuation, and spelling; techniques for effective interpersonal communications; modern office procedures, methods, and computer equipment to include Windows and Microsoft based products. Skill / ability to make sound recommendations, exercise excellent interpersonal, managerial, and administrative skills; handle public scrutiny; lead and motivate staff; complete projects on time and within budget; communicate verbally and in writing with all levels of the organization; deliver seamless customer service; manage contracts and perform project budgeting; operate personal computer using standard office operating software and general office equipment; prepare and maintain records, maintain filing systems, compile and organize information; promote program activities; make mathematical computations; prepare clear, concise, and comprehensive written reports and staff studies; explain complicated technical problems in simple, non-technical language; solve problems and perform complex decision-making for developing effective solutions; communicate well both orally and in writing; make public presentations; work independently; exercise sound judgement and decision making; manage time well and perform multiple tasks; organize diverse activities; perform in a fast-paced and stressful environment while maintaining a professional manner; establish and maintain cooperative and effective relationships with those contacted during the course of work.
