ROLE We are seeking a part-time Secure Facilities Security Manager to support the Naval Reactors Headquarters (NRHQ) Infrastructure, Security and Intelligence Division in Washington, DC.

ESPONSIBILITIES I.
SCIF Design & Accreditation Interpret ICD 705 and related policy documents to guide SCIF design and construction decisions Support conceptual and implementation design activities for ICD 705-compliant SCIF construction Collaborate with the general contractor to meet construction schedule milestones and certify milestone completion Develop required accreditation documentation such as the Construction Security Plan (CSP), Fixed Facility Checklist (FFC), pre-construction checklists and TEMPEST (compromising emanations) forms Review construction drawings, design packages and implementation plans at required intervals for ICD 705 compliance Recommend corrective actions and design changes in writing to resolve physical and technical security gaps Finalize accreditation packages for submission to the Accrediting Official (AO) for physical and TEMPEST approval II.
Construction & Site Security Perform on-site progress inspections during all phases of SCIF construction Participate in construction meetings and virtual design review sessions to address security requirements Implement AO-directed procedures associated with the approved CSP Oversee security controls for construction activities in accordance with ICD 705 and TEMPEST requirements Create material control processes to track and protect construction materials in the secure work zone Establish and manage site access control procedures for personnel, tools, and materials Coordinate radio frequency and sound attenuation testing activities with qualified testing personnel Manage oversight of radio frequency shielding installation and TEMPEST countermeasure implementation Attend pre-inspection meetings and walk-throughs to identify non-compliant conditions before AO inspections Support resolution of AO comments and findings to ensure SCIF design and construction issues are fully mitigated III.
Documentation & Contract Support Prepare draft and final correspondence, forms, and reports related to facilities and construction security activities Document routine contract administration actions and maintain organized records in accordance with NRHQ procedures Analyze security-related sections of any Request for Proposal (RFP) or Request for Information (RFI) and provide comments to support responses Maintain the CSP as a living document by issuing updates and implementation guidance Facilitate proactive submission of required forms and documents for initial and final SCIF accreditation IV.
Coordination & Travel Provide subject matter expertise to the Cognizant Security Agency (CSA) and AO in response to inquiries / info requests Serve as the primary liaison between the construction team, CSA representatives and the AO Communicate emerging mission impact issues to the Site Security Manager and Contracting Officer in a timely manner Travel in the National Capital Region (NCR) to NRHQ remote locations as needed to support SCIF construction oversight REQUIRED KNOWLEDGE & SKILLS Expert knowledge of SCIF construction standards with comprehensive design and review experience Expert knowledge of Defense Intelligence Agency (DIA) accreditation processes and Director of National Intelligence (DNI) policies Advanced proficiency in reading and interpreting architectural blueprints Advanced knowledge of Sensitive Compartmented Information (SCI) and SCIF physical and technical standards (e.g., radio frequency (RF) shielding, TEMPEST, Sound Transmission Class (STC) attenuation) REQUIRED EXPERIENCE 10 years of SCIF accreditation support experience PREFERRED EXPERIENCE Experience designing secure facilities (e.g., space planning, ingress and egress points, construction material selection) Experience managing SCIF construction projects and conducting technical security inspections Experience interpreting ICD 705 and developing or reviewing security documentation (e.g., CSP, FFC, checklists) Experience applying TEMPEST standards, sound masking and soundproofing in secure facility designs Experience maintaining continuous inspection and adherence to security protocols throughout construction activities Experience navigating SCIF certification and accreditation processes with CSA and the AO Experience implementing secure communication and advanced intrusion detection systems in classified environments Experience mitigating electromagnetic interference from nearby infrastructure or equipment impacting secure communications and operations EDUCATION Bachelor’s degree preferred LOCATION Washington, DC 20374 TELEWORK Telework may be available CLEARANCE U.S. citizenship is required as it supports the U.S. federal government Ability to obtain and maintain a Department of Energy (DOE) L clearance, with Q clearance as needed Current Dept of Defense (DoD) Top Secret / Sensitive Compartmented Information (TS / SCI) Tier 5 clearance preferred CLIENT Department of Energy (DOE) TRAVEL Travel may be required WORK HOURS Flexible days and hours EMPLOYMENT CLASSIFICATION Employment Classification Eligibility — Exempt RELOCATION Not eligible for relocation benefits
