Senior Advisor
The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBO) throughout New York City. Our central task is administering available city, state and federal funds to a wide range of innovative, practical and quality programs that positively impact youth and communities. A Community Action Program (CAP) is a network of local, non-profit agencies that helps low-income individuals and families achieve economic self-sufficiency through a variety of services. Originally established by the Economic Opportunity Act of 1964 the "War on Poverty," these programs are funded by the Federal Community Services Block Grant (CSBG). The Department of Youth and Community Development is the designated Community Action Agency for New York City, and locally administers CSBG funding through Community Based Organizations through the provision of a myriad of services to assist low-income individuals and families to attain the skills, knowledge, motivation and opportunities they need to become self-sufficient and productive members of their communities. Through periodic citywide Community Needs Assessments, funding is provided to address the unique highest priority needs identified within each community. Under the supervision of the Assistant Commissioner for Community Development, the Senior Advisor will be charged with ensuring that DYCD and the providers community remain in compliance with the terms and provisions of the Community Services Block Grant. Executive Program Specialist - 06854 Qualifications
1. Bachelor's degree in Public Administration, Business, Law, or a related field from an accredited college and six months of satisfactory full-time professional experience in compliance, auditing, accountability or governance roles, preferably within the public or nonprofit sector
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in "1" above; or
4. A combination of education and / or experience equivalent to "1", "2", or "3" above. College education may be substituted for professional experience under "2" or "3" above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and 6 months of the experience described in "1" above.
