Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.
Job Description
Under the general direction of the Senior Commercial Specialist, the Procurement Specialist functions as a team member who is responsible for developing procurement documents and managing procurement processes for capital procurements. This employee also supports the development of boilerplate procurement documents and contracts for competitively procured contracts. The employee works in the Capital Procurement Section, which is part of the California High-Speed Rail Authority's Program Delivery Office, Contract Management Branch.

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and five (5) years of work-related experience or a combination of education and directly related experience equal to nine (9) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements. Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors. Job related technical knowledge necessary to complete the job. Ability to learn and apply knowledge of applicable local, state / province, and federal / national statutes and guidelines. Ability to attend to detail and work in a time-conscious and time-effective manner.
Other Job Requirements
Proven Knowledge of State and federal contracting statutes, regulations, and practices. Proven ability to develop appropriate contact language that meets legal requirements as well as the project requirements of the functional areas. Ability to work collaboratively with others in an integrated matrix organization.
Preferred Qualifications
Master's Degree / Juris Doctorate. FAC-C Professional, DAWIA Level II or III, or equivalent. 5+ years of experience in contract management, the principles, contractual terms, pricing structures, pricing tools and data systems, negotiation, project support, finance, contracting, or proposals. Strong presentation skills and the ability to effectively communicate in writing and in person. Demonstrated well-developed organizational and time-management skills and proven ability to prioritize multiple demands and meet established deadlines and commitments. Demonstrated leadership skills as well as the ability to manage multiple priorities within strict deadlines in a fast-paced environment.

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
To be considered candidates must be authorized to work in the country where the position is located. Salary Range : $80,000.00 - $136,000.00
