The Department of Financial Protection and Innovation is recruiting for a permanent, full-time Financial Institutions Manager position (Portfolio Manager) in the Office of Credit Unions within the Division of Corporations and Financial Institutions. Position to be located in either the Los Angeles or Sacramento offices. This recruitment may be used to fill subsequent vacancies of these positions within the next 180 days.

Under the direction of the Chief Examiner for the Office of Credit Unions, the Financial Institutions Manager (FIM) - Portfolio Manager is responsible for supervision and regulation of an assigned group of state-chartered credit unions in accordance with the Departments guidelines, the Uniform Financial Institutions Rating System, and the applicable State and Federal laws and regulations. The Portfolio Manager monitors an assigned group of credit union licensees for early detection of problems. Provides guidance, directs remedial action, and approves / disapproves licensee requests.

The duties of this position may require the incumbent to visit any credit union location, division, or branch office or conduct examinations of the largest and most complex operations of a licensee, all of which requires the ability to travel. This position requires some traveling to other office locations and occasional travel to conferences, meetings, and training events. Travel is primarily done by driving, but also includes periodic air travel and overnight travel.

Minimum Qualifications :

• Experience : One year of experience in California state service performing professional examination duties of a class at a level of responsibility equivalent to that of a Senior Financial Institutions Examiner or Financial Institutions Supervisor.
• Or
• Experience : Two years of experience in California state service performing professional auditing or examination duties of a class at a level of responsibility equivalent to that of a Financial Institutions Examiner, Range C.
• Or
• Experience : Five years of increasingly responsible professional auditing or examination experience, including three years supervising a staff of accountants, auditors, or examiners. (Experience in California state service applied toward this requirement must include two years performing the duties in a class at a level of responsibility equivalent to that of a Financial Institutions Examiner, Range C.)
• Education : Equivalent to graduation from college with a specialization in accounting, business administration, economics, finance, or a related business / management specialization.
