Utility Operations Electrical Technician

The salary indicated above includes longevity (1% earned after five years and increases to a maximum of 4% after 20 years). Additionally, a cost-of-living increase of 2.70% has been approved for 2026. The current vacancy is in Utility Operations. Under limited supervision, responsible for planning, designing, installing, and maintenance and repair of electrical distribution systems, process control, motor control, pump control, motor control systems, generators, and boilers. Responsible for maintaining and repairing all electrical equipment throughout city facilities including but not limited to building, wastewater treatment plants (WWTP and ESTP), remote lift stations, odor control stations, water, SCADA fiber optic cable, security systems, traffic signals, street lighting, fire alarm systems, city vehicles, police vehicles, and fire vehicles.

Utilities Division : Installs, maintains, troubleshoots and repairs traffic signals, warning flashers and school flashers throughout the City of Bremerton, and School District (ILA) electrical systems, ventilation controls and motors, outlets, and lighting; street luminaries; vehicles electrical including VHF radios, cell phones, responders, sirens, alarms. Maintain State Ferry Tunnel system (which includes lighting, PLC, motor controller, ventilation, heating and cooling, emergency generator, gates, fire system, emergency cabinets and phones and surveillance cameras).

Maintain, install, repair, coordinate and set up power requirements for festivals, parades, concerts and public gatherings requiring electrical support, also maintain and install receptacles for holiday lighting throughout the city. Locate underground utilities for traffic signal, street light crosswalks, interconnect, fiber optic cabling, phone lines for water resources sites.

In the Wastewater Division : Engineers, plans, estimates, designs and schedules equipment necessary for new installation and upgrades to existing electrical systems. Performs material take-offs from blueprints, created material lists, and contacts suppliers for pricing. Maintains, troubleshoots and repairs electrical at the WWTP, ESTP, lift stations, and for odor control stations. Maintains and repairs all electrical equipment, devices, conduits, wire ways, wire, and control equipment. Designs wiring diagrams and schematics. Designs and fabricates pump control panels. Performs janitorial duties at the WWTP, ESTP, lift stations, and odor control stations.

Rebuilds electrical and control systems for water pumping stations, analyzes non-working or broken equipment and makes necessary repairs or replace. Works on pump controls with lead / lag, low wet well, and high wet well alarms motor and pump troubleshooting. Frequency drives and Program Logic controllers (PLC) programming, and repairing. Designs, maintains, troubleshoots and repairs electrical for water pump stations and for wastewater lift stations.

All Divisions : Operates the crane truck for lowering and lifting heavy objects. Operates service truck to perform maintenance and respond to electrical emergencies. Uses and maintains hand and power tools, and a wide variety of equipment to test proper functionality, continuity, diagnose complex electrical systems, analyze resistance on motors, analyze voltage readings, and trace to locate defects, problems, damaged, or burned components ins electrical systems. Orders and keeps track of all parts used for inventory and repairs. Maintains records of purchases and inventory. Process work orders and invoices.

Other Duties : Regular attendance is an essential requirement. Performs related work as assigned and / or required. Knowledge of : Electrical rules and regulations per the National Electrical Code (NEC), Manual on Uniform Traffic Control Device (MUTCD), and City, County, and State specifications.

Ability to : Work on energized systems up to 480 volts. Use energized electricity 240 volts up to 100 plus feet above roadways and traffic. Work in confined spaces; on ladders, in sewage, and wet and smelly conditions with live voltage. Adapt to constantly changing jobs and priorities. To talk, receive, and understand written and oral communications and give and write oral instructions in the English language. Communicate, both orally and in writing, technical information to management and fellow employees. Read and interpret blueprints, diagrams and charts. Work independently. Enter and work in a confined space per City and OSHA regulations. The ability to get along with others and be an effective team member.

Skill in : Operation of a boom and crane truck. Reading and understanding blue prints, schematics, and technical manuals. The ability to get along with others and be an effective team member.

Qualifying Education and Experience (Minimum Requirements) : Any combination of education and experience equivalent to a high school diploma or G.E.D. and four years of experience as an electrician. Completion of a 4-year Electrical apprenticeship with a Washington Journeyman Electrical License EL-01. A Washington State Wastewater Treatment Plant Group I license is desirable. A valid Washington State driver's license is required. Special Requirements (Depending on assignment some certifications may be required to be obtained after hire or as specified by the appointing authority) : CPR and first aid certification, Confined space entry certification, Flagger Certification, Forklift Operator (CDL) Commercial Driver's license with air brake endorsement (depending on assignment), CPR / First Aid Certificate (within 12 months of hire), Crane Certificate, Aerial Lift Certification, Rigging Operation Certification. Requires working standby with a callback on a 24-hour basis.

Physical Requirements : Climbing. Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and / or hands and arms. Body agility is emphasized. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion. Balancing. Maintaining body equilibrium to prevent falling and walking, standing or crouching on narrow, slippery, or erratically moving surfaces. This factor is important if the amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium. Stooing. Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full motion of the lower extremities and back muscles. Kneeling. Bending legs at knee to come to a rest on knee or knees. Crouching. Bending the body downward and forward by bending leg and spine. Crawling. Moving about on hands and knees or hands and feet. Reaching. Extending hand(s) and arm(s) in any direction. Standing. Particularly for sustained periods of time. Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. Pushing. Using upper extremities to press against something with steady force in order to thrust forward, downward or outward. Pulling. Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion. Lifting. Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires substantial use of upper extremities and back muscles. The act of using the fingers to manipulate, press, or control an object or material. Grasping. Applying pressure to an object with the fingers and palm. Feeling. Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips. Talking. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound. Repetitive motion. Substantial movements (motions) of the wrists, hands, and / or fingers. Medium work. Exerting up to 50 pounds of force occasionally, and / or up to 30 pounds of force frequently, and / or up to 10 pounds of force constantly to move objects. The worker is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned (i.e., custodial, food services, general laborer, etc.) or to make general observations of facilities or structures (i.e., security guard, inspection, etc.) Wastewater Facilities : Some portions of the WWTP are hot, cramped and / or may contain offensive odors.

The worker is subject to outside environmental conditions. No effective protection from the weather. The worker is subject to both environmental conditions. Activities occur inside and outside. The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level. The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. The worker is subject to atmospheric conditions. One or more of the following conditions that affect the respiratory system of the skin : fumes, odors, dust, mists, gases, or poor ventilation. The worker is required to function in narrow aisles or passageways. Wastewater Facilities : There are many health and safety hazards in the wastewater facilities, including exposure to water-borne diseases and other biological hazards associated with working in or around raw sewage, contact with a variety of combustible corrosive and toxic chemicals and gasses such as chlorine, methane, carbon dioxide, hydrogen sulfide, acids and caustics.
