What are the primary responsibilities in the Procurement & Subcontracts Manager position?

This position requires a proven leader with expertise in subcontract administration, procurement strategies, and material requirements planning (MRP). The successful candidate will oversee a dedicated team and ensure compliance with U.S. Government contracting regulations, company policies, and program objectives. The ideal candidate will have demonstrated experience supporting complex federal proposals, managing supplier / subcontractor relationships, and ensuring compliance with FAR / DFARS and other USG regulations. Proficiency in Deltek Costpoint is a must. Responsibilities will include, but are not limited to :

• Manage the full acquisition lifecycle of subcontracting / procurement activities, from sourcing and solicitation through negotiation, award, and closeout.
• Support proposal development efforts by preparing subcontractor RFIs / RFQs / RFPs, evaluating quotes, and coordinating agreements in accordance with USG requirements.
• Collaborate with cross functional teams, including business development, program managers, contracts, finance, and compliance teams to ensure subcontract deliverables and terms align with prime contract requirements.
• Review and negotiate subcontractor terms and conditions to ensure favorable and appropriate flow-downs and risk mitigation.
• Enter and maintain subcontract data and documentation in Deltek Costpoint and / or other procurement systems in accordance with company / customer requirements.
• Ensure compliance with federal regulations (FAR, DFARS, ITAR, EAR) and internal company policies.
• Perform cost and price analyses for subcontractor proposals and modifications.
• Assist in audit readiness and respond to data calls from customers, DCAA, and DCMA as needed.

Where is the position located?

This position will be located at our Tucson, AZ Headquarters or Chantilly, VA office and candidates will be required to work on-site and / or hybrid work schedules.
