Program Manager-Diversity, Equity & Inclusion

Salary range is $78K to $170K with a midpoint of $118K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

  • Paid Time Off : Employees accrue 25 days of paid time off annually with increases at four, eight and twelve years of service. Employees at the director level and up accrue additional days. We also observe 12 paid holidays and provide up to 2 paid floating holidays and up to 2 paid volunteer days per year.

  • Tuition Reimbursement : Sound Transit will pay up to $5,000 annually for approved tuition expenses.

General Purpose :

Reporting to the Deputy Director Diversity, Equity & Inclusion and under general direction, the DEI Program Manager is equal parts strategist and executor. Able to seamlessly flow between innovating and developing strategy to ensuring successful implementation of department initiatives. The DEI Program Manager will be responsible for the development, management, and implementation of programs & initiatives that support the implementation of Sound Transit's Anti-Racism Strategy and will provide consultative support to project, teams, and agencywide initiatives. Successful candidates will have substantial experience leading and collaborating across teams in order to operationalize equity within complex organizational structures. They hold equity and anti-racism as core personal and professional values as well as the lens through which they view this work.

Essential Functions :

  • Designs, manages, and implements agencywide programs and initiatives that advance Sound Transit's Anti-Racist Strategy. These may include but are not limited to equity tools, Change Agent Program, community healing, internal and external equity advisory committees, racial equity action plans, racial equity audit, and more.
  • Develops infrastructure and resources to operationalize equity across the agency.
  • Develops and manages system(s) to benchmark, track, and measure the lifespan and progress of programs and initiatives.
  • Provides consultation and strategic coaching to cross-disciplinary teams, departments, work groups, programs, and initiatives.
  • Supports the implementation of the Anti-Racist Strategy.
  • Continuously evaluates programs and initiatives to ensure they are meeting the agency's goals.
  • May lead and / or support special projects.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.
  • Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit's Equity & Inclusion Policy.
  • It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and / or other employees.

  • Minimum Qualifications :

    Education and Experience : Bachelor's degree in Ethnic or Women Studies, Sociology, Organizational Development or closely related field; Five years of experience in designing, managing, and implementing diversity, equity & inclusion programs and initiatives, preferably in a non-profit, public sector or service environment; Or an equivalent combination of education and experience.

    Required Knowledge and Skills :

  • Advanced understanding and application of equity and anti-racism principles, practices and strategies in an organizational setting.
  • Experience designing, implementing, and managing agencywide diversity, equity, inclusion and anti-racist programs and initiatives.
  • Proven ability to build meaningful and authentic relationships with diverse audience both internally and externally.
  • Ability to communicate effectively verbally and in writing.
  • Ability to work in a dynamic work environment.
  • Solid facilitation and presentation skills required, as well as strong organizational skills and ability to follow through with details.
  • Advanced conflict resolution skills.
  • Proven ability to manage multiple projects, deadlines, and resources to meet goals.
  • Engendering trust and credibility with all level of employees.
  • Prioritize and plan work activities, use time efficiently and develop realistic action plans.
  • Dealing with organizational conflicts and competence issues.
  • Performing duties involving the use of independent judgement, personal initiative, and resourcefulness.
  • Ability to work in a changing environment; must be self-motivated.
  • Physical Demands / Work Environment :

  • Work is performed in a standard hybrid office environment.
