Koniag Advisory and Business Solutions, LLC a Koniag Government Services company, is seeking a Transnational and Regional Analyst II with a Secret security clearance to support KABS and our government customer in Washington, DC.

Essential Functions, Responsibilities & Duties may include, but are not limited to :

  • Conduct assessments and engage with wide-ranging stakeholders (e.g., U.S. government agencies and offices, regional and multilateral officials, other donors, local leaders, academics, non-governmental organizations) to identify critical needs and gaps in foreign assistance activities supporting U.S. policy priorities.
  • Collect, track, and maintain information (data collected from implementers, site visits, global community of interest, U.S. government interagency, and other sources while conducting business) for AF on foreign assistance programs funded by the United States and other international partners to achieve U.S. policy objectives.
  • Advise AF, U.S. embassies, and other State Department offices on approaches and strategies for best using U.S. foreign assistance to achieve U.S. policy objectives.
  • Assess gaps, make recommendations, develop, scope, and support the management of new foreign assistance initiatives to address these gaps and to strengthen alignment to the Administration's policy priorities.
  • Assist AF in drafting Statements of Work and other materials as necessary for contracts and grants with a focus on performance indicators and alignment to strategic policy priorities and / or strategies.
  • Work with AF and other U.S. government stakeholders as well as other international donors and organizations to develop structures and processes to better synchronize ongoing and future foreign assistance efforts.
  • Develop frameworks and assessment tools to enhance the overall monitoring and evaluation of projects to align foreign assistance to the Administration's policy objectives and improve the efficiency and effectiveness of U.S. foreign assistance.
  • Draft relevant memos and other materials for public affairs, Congressional engagement, and internal and external meetings relating to foreign assistance and the Department's associated efforts to achieve the Administration's policy objectives.
  • Advise, support, and coordinate AF Front Office regional initiative direction in creating, coordinating, and promulgating initiative goals, objectives, clarity, and effectiveness.
  • Coordinate and convene working level planning meetings to review lines of effort, establish coherent objectives, and agree on priorities for work plans.
  • Collect data, maintain files, and prepare periodic reports, in coordination with AF Front Office, AF offices, U.S. embassies and interagency partners, on the status of regional initiative policy and programmatic goals and objectives.
  • Research and provide updates to AF on global best practices and initiatives related to security and non-security programming, including regional initiatives.
  • Serve on task forces and support special events organized by the Bureau of African Affairs, to include those on foreign assistance and / or regional initiatives.
  • Support AF / A knowledge management efforts to capture, organize, and share a comprehensive understanding of U.S. foreign assistance in sub-Saharan Africa.
  • Travel, as directed, to Africa, or within CONUS performing coordination visits, program support, conferences, meetings, trainings, or other needs deemed necessary by the office leadership and approved by the COR.

Work Experience, Knowledge, Skills & Abilities :

  • Master's Degree and three (3) years of relevant professional experience; or Bachelor's Degree and five (5) years of relevant professional experience; or High School Diploma or equivalent and nine (9) years of relevant professional experience.
  • At least five (5) years of supporting the administration and management of capacity-building programs related to security institutions, transnational and cross-border issues, and / or counterterrorism in Africa.
  • At least three (3) years of experience in U.S. intragovernmental and whole-of -government initiatives and coordination on security issues and challenges in sub-Saharan Africa related to institutional capacity building, border security, trans-border issues, management, cross-border trade facilitation, and / or counterterrorism.
  • At least three (3) years of experience working with the Department of State and other U.S. government agencies (e.g., the Department of Defense (DoD), United States Agency for International Development (USAID)) on Sub-Sharan Africa security issues.
  • At least three (3) years of experience in U.S. comprehensive security sector capacity-building approaches to build sustainable security institutions, regional and / or cross-border capacity.
  • Demonstrated knowledge of political and economic dynamics affecting security cooperation and challenges in sub-Saharan Africa.
  • Demonstrated proficiency with Microsoft Office and related data processing systems.
  • Demonstrated experience working with other donors such as the United Nations, African Union, and other multilateral organizations and forums.
