Job Description:

Opportunity Awaits, Apply Today! - [Senior Fiscal Analyst/Fiscal Analyst 3]

As a Senior Fiscal Analyst, you will provide support to the Budget Planning and Analysis Unit, specific to the Central Services programs, including but not limited to the Director's Office, the Chief Operations Office, the Chief Financial Office, Human Resources, and the External Relations Division. You will perform a wide range of budget analysis activities, including project management in addition to budget monitoring and activities. Your primary functions will require thorough knowledge of state and federal budgeting and financial processes. You will also support management and staff through budget development, complex forecasting of cost impacts, and by ensuring that programs are supported by sufficient revenues by evaluating expenditures to budget. In this role, you will be an active participant in policy strategy development including the analysis of financial impacts of proposed policies. You will provide data that is used to affect the processes in meeting the agency mission and deliver the information to top agency, legislative, executive, and other governmental and non-governmental officials.

Additionally, the programs and budgets are often interrelated throughout the agency. You will need to demonstrate in-depth expertise on the programs and budgets that you oversee.

The AA Salary Range for this position is between $6,123.00 to $9,409.00 per month.

Adjustments will be made for Work-Out-Of-Class if necessary. This is a Work-Out-Of-Class Job Rotation that is currently authorized for up to 18 months. OHA retains the right to end the Job Rotation assignment at any time.

What We Are Looking For

Minimum Qualifications:

Six years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information.

*A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for three years of the required experience. A graduate-level degree in any of the above areas may substitute for four of the six years.

Special Requirements: To be hired, you must have a criminal record and driving records check that meets OHA criteria at the time of hire, and throughout employment.

5. Cross-Functional Collaboration

  • Works effectively with teams across HR, finance, operations, and external relations
  • Understands how interrelated programs impact one another financially
  • Navigates agency-wide dependencies with tact and coordination

6. Attention to Detail and Analytical Rigor

  • Delivers high-quality, accurate budget documents and forecasts
  • Identifies discrepancies and opportunities for cost optimization
  • Applies analytical precision to support strategic and operational decisions

Preference Statement:

  • Must be proficient in Word, Excel, PowerPoint, and querying large data sets.
