Position Information
New Hanover County is looking for a Communications & Outreach Specialist to join the Communications and Outreach department. This role will work under the supervision of the Communications & Outreach Manager to focus on internal and external communications for the county. The Communications & Outreach department serves as the focal point for external relations for New Hanover County. The department works to effectively tell the county's story by collaborating with departments and community groups working to support the county's mission and by providing outreach efforts, effective media relations, strategic digital media and web content, social media engagement, and management of the county's television station – NHCTV.
Job responsibilities
- Coordinate and implement consistent internal communications collaborating with the Human Resources team.
- Work with the website specialist to help ensure accuracy, brand consistency, and ease of use across all webpages.
- Coordinate the department’s involvement and participation in community outreach activities and events.
- Help develop graphic designs and digital content for social media and department collateral and assist with consistent brand management across the county.
- Work with the communications team to brainstorm content ideas, in line with the county’s strategy and in support of various program initiatives.
- Assist with emergency preparedness communications throughout the year, and serve on the Emergency Operations Center (EOC) Public Information Officer’s Team in the event of an emergency; and other related duties as assigned.

Produces and edits video, digital content, and promotional materials as it relates to county and municipal services and events.
Researches, writes scripts, and makes decisions related to graphic design, audiovisual equipment, or website content; designs graphics and layout for the creation of videos, live production, the county website, and social media platforms using computer-based methods; works collaboratively with internal and external partners, including the IT website infrastructure team.
Assists with establishing and maintaining TV channel, website, and social media content; assists with public record requests.
Performs work with regular and predictable attendance consistently meeting the scheduling needs as required by the county.
Performs work during emergency/disaster situations.
Performs other duties of a similar nature or level.
Provides live AV support to regular and special meetings of the Board of Commissioners, Planning Board, and other entities as needed; includes broadcast of meetings to NHCtv.

Hours: 8:00 AM - 5:00 PM, Monday through Friday. Schedule will include some weeknights and weekends as needed. Must be available to work during emergency situations.
Compensation: The current hiring range for this position is
$51,111.00 - $69,000.00 + a competitive benefits package. Salary will be determined based on qualifications, internal equity, budget, and market considerations.

Qualifications
Required Education and Experience:
- Bachelor’s degree in Communications, Video Production, Journalism, Marketing, Public Relations or a related field and three (3) years of experience related to the area of assignment—this would include website and social media content development, graphic design, communications, and public relations experience; or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the job such as those listed above.
- Must have excellent written and oral communication skills, and superior interpersonal skills to successfully collaborate with internal and external customers. Valid driver's license and good driving record required.
- Bilingual in both English and Spanish, and experience working in a government or public sector role is preferred.
- Must be able to perform physical requirements of the role which includes exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force to move objects, and frequent walking and moving.
Licenses/Certifications
- Valid NC Driver's License with a good driving record.
