Consulting Director, Planner Regulatory Specialist
Join our global consulting firm to lead environmental regulatory and permitting activities for large‑scale capital projects in California. As a senior biologist / regulatory specialist, you will help deliver world‑class services and support the growth of ERM’s Capital Project Delivery practice.
Capital Project Delivery Service
ERM’s Capital Project Delivery (CPD) team supports projects in power, technology, telecommunications, mining, chemical, transport and infrastructure. Our goal is helping clients succeed from planning through construction and operation, while managing environmental, social, health and cultural impacts. Responsibilities
Serve as Expert Biologist / Regulatory Specialist for environmental impact assessment under CEQA and NEPA activities and natural resource permitting for ERM clients’ capital projects (e.g., data centers, power generation, transmission, renewable energy).
Oversee the preparation of technical studies and impact assessment documents – EIRs, Mitigated Negative Declarations – serving as program manager, technical lead and QA / QC.
Lead permit strategy development and negotiate permit applications with state and federal agencies.
Direct permitting and compliance for telecom, energy infrastructure and linear development projects, focusing on U.S. Army Corps of Engineers, California Coastal Commission, U.S. Fish and Wildlife Service, California Fish and Wildlife Service and Regional Water Quality Control Board.
Contribute to account teams, diversifying ERM’s services and shaping strategy for client engagement on key accounts; collaborate on account development, sales and delivery of ERM’s consulting services in the electric / gas transmission and generation markets.
Lead and mentor staff consultants, identify and develop talent and foster a high‑performance team.
Work collaboratively across functional teams to grow ERM’s global business and drive innovation within the Impact Assessment and Planning service.
Ensure project budgets, schedules, safety performance, financial targets and compliance with contractual requirements.
Requirements
BS in biology, environmental science or related field.
8+ years of consulting experience with substantial exposure to electric / gas transmission and generation markets in California.
Business acumen to assess business risks and opportunities, delivering multi‑million‑dollar environmental programs and winning large strategic projects.
Established relationships with California utilities (PG&E, SCE, Sempra) and leverage existing agreements for new opportunities.
Strong client relationship building, ability to cultivate new prospects in collaboration with account teams.
Technical depth in CEQA and NEPA impact assessment best practices, knowledge of California Public Utilities Commission General Order 131‑E.
Positive reputation with key regulators and CA CEQA impact assessment approvals.
Strong people‑leadership skills and passion for developing staff.
Positive, collaborative attitude and alignment with ERM’s global success.
Preferred Requirements
MS in biology, environmental science or related field.
15+ years of consulting experience in California electric / gas transmission and generation markets.
Compensation and Benefits
Annual base pay range : $138,383 – $198,146 (USD). Additional benefits include paid time off, medical / dental / vision insurance, 401(k) and other eligible benefits. Pay, benefits and bonus eligibility may vary by location, experience and performance.
