Public Works Supervisor
The City of Green Bay is seeking a Public Works Supervisor for the Sanitation Division to organize, direct, and maintain various operations, projects, equipment, and personnel to ensure efficient and effective Department of Public Works services. The ideal candidate will be an effective communicator, be self-directed, and possess skills in leadership, problem solving, and decision making. Work Schedule : Monday - Friday, 6 : 30 a.m. - 3 : 00 p.m., plus rotating on-call and call-ins for core Public Works duties as needed. Work Location : This position will work out of the Public Works West Side Shop and field locations throughout the City of Green Bay. No residency requirement. However, the Public Works Supervisor is required to respond to call-ins within 30 minutes.
Examples Of Duties
- Supervises, trains, and evaluates staff. Interviews and provides hiring input. Assigns work crews to respective jobs and completes daily reports and overtime reports. Coordinates random drug test screening. Assists in handling employee discipline and grievances.
- Manages field operations including snow plowing, ice control, hot mix bituminous patching, joint sealing, street oiling, street cleaning, grass / weed control, leaf collection, pavement marking and traffic signing, solid waste and recycling collections, bulk waste and brush, sewers, traffic, parking, electrical, and other public works operations within the assigned area of responsibility. Provides supervisory backup supervisory coverage for other areas within DWP operations, as needed. Participates in on-call after hours supervisor rotation.
- Coordinates and manages activities of private contractors conducting work on behalf of the City.
- Coordinates and manages various Public Works inspection, maintenance, and repair operations.
- Supervises equipment changeover and installation of seasonal decorations.
- Assists in organizing and laying out routes for solid waste and recycling collection, leaf collection, and street sweeping. Monitors production in routes daily.
- Drafts reports and maintains records of daily public works operations.
- Prepares invoices for services rendered. Orders materials and supplies needed for maintenance and repair operations.
- Promotes a safe work environment. Prepares Public Works vehicle accident and personnel injury reports. Trains employees in the proper use of equipment and tools.
- Investigates and responds to complaints regarding Public Works services and / or employees.
- Responsible for asset management and record keeping.
- Performs other duties as assigned.
Minimum Qualifications Required
Associate Degree in Business Management, Construction Technology, Construction Management, or related field.Four years experience in construction, project management, and employee management.Valid Commercial Driver's License or ability to obtain within six months and a good driving record.A combination of equivalent experience and / or education may be considered.
Knowledge, Skills & Abilities
Considerable knowledge of the common practices, principles, and safety precautions involved in the operations of the Department of Public Works, including road maintenance and construction, sewer maintenance, snow removal, traffic signing and marking, and solid waste collection. Knowledge of the equipment utilized in public works operations.Considerable skill in planning and supervising the work of others. Considerable skill in project management. Working skill in preparing reports and maintaining records.Ability to proficiently use a computer and the required software, including but not limited to Microsoft Office Suite (Outlook, Excel, Word, and Access), Arc View and / or other GIS database software. Ability to effectively organize activities and supervise employees. Ability to evaluate and diagnose mechanical defects in equipment. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with staff, co-workers, and the public. Ability to work the required hours of the position, including on-call hours.May be required to demonstrate minimum competency in any of the above requirements by successfully passing approved tests.
Physical Requirements Ability to perform the following activities : Lifting and carrying up to 50 pounds regularly. Lifting and carrying 50 to 100 pounds occasionally with assistance. Frequent standing, walking, and sitting Occasional bending and stooping. Ability to focus for long periods of time on projects. Ability to reach and climb ladders. Ability to work effectively in varied environmental conditions.
