- Managing work programs or capital plans for a transportation agency including, but not limited to :
Bond financing, planning, project development
Public procurement, processes and policiesConstruction support, right of way, maintenance and operations.Technical knowledge of limited access facilities including roadway, structures, and tolling systems.Excellent verbal and written communication skills.Management skills required to lead and direct a team of engineers, Managers, support staff and subconsultants.ESSENTIAL JOB FUNCTIONS :
Provides supervision and oversight of personnel in the following areas :Professional Services negotiation and contract management
Project ManagementExpressway and tolling infrastructure construction.Traffic and ITS operationsPlanning, production and implementation of Capital and Transportation Improvement PlansEnvironmental and corridor studiesRight‐of‐way program managementRoadway, tolling and bridge design and constructionConstruction negotiation and contract administrationConstructability and Bid‐ability reviewsGeotechnical, Survey and Public InvolvementProgram Controls – develop, track and project capital expendituresProvides consulting services on federal, state and local policies related to transportation planning, design and construction.Analyzes complex, technical and administrative problems and provide recommendations and assistance in implementing an effective course of action.EXPERIENCE :
Typically, ten (10) years of experience providing engineering / management services, at least two (2) of those years at a similar management level.EDUCATION :
Bachelors’ Degree in EngineeringRegistration in Florida as a Professional Engineer (P.E.) or licensed as a Professional Engineer in another state and able to obtain license in Florida.
