Job Title : Strategic Prevention Framework Manager
Work site : Johnson County Office (JCO), Johnson County Office - Redbud (JCOR), Alexander County Office (ACO), or Union County Office - Manion (UCOM). Location is dependent on office space availability.
Area of Focus : Behavioral Health
Program(s) : Strategic Prevention Framework (SPF) : The SPF program focuses on preventing and reducing substance use among pregnant individuals, emerging adults, and families involved in child-welfare by strengthening community capacity, promoting evidence-based prevention strategies, and addressing risk factors related to substance misuse. The program emphasizes data-driven planning, community partnerships, substance use education, and the development of sustainable prevention systems across the region.
Program Manager Minimum Qualifications : Bachelor's Degree in Human Services or a closely related field required. Qualifies as a Mental Health Professional (MHP). Three (3) years of experience in prevention or community-based programming preferred. Experience coordinating grant-funded projects, coalitions, or multi-sector initiatives preferred.
Program Manager Immediate Supervisor : Director of Project Outcomes - Maggie Phetsadasack
Supervises : Peer Liaison
Program Manager Hours of Work : Full-time 40 hours per week. Afterhours on-call rotation required.
Program Manager Special Requirements : Travels to off-site / community-based locations for direct service delivery; participates in after-hours crisis response rotation; travel to all agency sites when appropriate; maintain and provide proof of a valid driver's license; maintain and provide proof of personal vehicle liability insurance; at least 21 years of age; must complete required registry clearances and criminal fingerprint background checks; maintain First Aid and CPR Certification.
Program Manager Skills & Knowledge : Employee must demonstrate strong knowledge of substance use prevention and early intervention frameworks, including SAMHSA's Strategic Prevention Framework (SPF) and the Institute of Medicine's prevention model. They should possess a solid understanding of evidence-based screening tools such as SBIRT, CRAFFT, SURP-P, and ACEs / BCEs, as well as strategies that enhance family resilience and reduce stigma around substance use. The ideal candidate will have experience coordinating multi-sector collaborations and facilitating coalitions that engage schools, healthcare providers, child welfare agencies, and community organizations in prevention initiatives. Excellent communication and interpersonal skills are required for effective stakeholder engagement, community outreach, and written documentation. The Program Manager should also bring a commitment to trauma-informed, culturally responsive, and recovery-oriented practices, along with the ability to foster teamwork, inclusion, and community engagement.
