Job Title : Strategic Prevention Framework Manager

Work site : Johnson County Office (JCO), Johnson County Office - Redbud (JCOR), Alexander County Office (ACO), or Union County Office - Manion (UCOM). Location is dependent on office space availability.

Area of Focus : Behavioral Health

Program(s) : Strategic Prevention Framework (SPF) : The SPF program focuses on preventing and reducing substance use among pregnant individuals, emerging adults, and families involved in child-welfare by strengthening community capacity, promoting evidence-based prevention strategies, and addressing risk factors related to substance misuse. The program emphasizes data-driven planning, community partnerships, substance use education, and the development of sustainable prevention systems across the region.

Program Manager Minimum Qualifications : Bachelor's Degree in Human Services or a closely related field required. Qualifies as a Mental Health Professional (MHP). Three (3) years of experience in prevention or community-based programming preferred. Experience coordinating grant-funded projects, coalitions, or multi-sector initiatives preferred.

Program Manager Immediate Supervisor : Director of Project Outcomes - Maggie Phetsadasack

Supervises : Peer Liaison

Program Manager Hours of Work : Full-time 40 hours per week. Afterhours on-call rotation required.

Program Manager Special Requirements : Travels to off-site / community-based locations for direct service delivery; participates in after-hours crisis response rotation; travel to all agency sites when appropriate; maintain and provide proof of a valid driver's license; maintain and provide proof of personal vehicle liability insurance; at least 21 years of age; must complete required registry clearances and criminal fingerprint background checks; maintain First Aid and CPR Certification.

Program Manager Skills & Knowledge : Employee must demonstrate strong knowledge of substance use prevention and early intervention frameworks, including SAMHSA's Strategic Prevention Framework (SPF) and the Institute of Medicine's prevention model. They should possess a solid understanding of evidence-based screening tools such as SBIRT, CRAFFT, SURP-P, and ACEs / BCEs, as well as strategies that enhance family resilience and reduce stigma around substance use. The ideal candidate will have experience coordinating multi-sector collaborations and facilitating coalitions that engage schools, healthcare providers, child welfare agencies, and community organizations in prevention initiatives. Excellent communication and interpersonal skills are required for effective stakeholder engagement, community outreach, and written documentation. The Program Manager should also bring a commitment to trauma-informed, culturally responsive, and recovery-oriented practices, along with the ability to foster teamwork, inclusion, and community engagement.

Program Manager job duties include, but are not limited to :

• Provide overall coordination and leadership for the Strategic Prevention Framework - Partnerships for Success (SPF-PFS program), ensuring all activities align with SAMHSA requirements and agency goals.
• Facilitates the SPF-PFS Steering Committee and the Southern Illinois Communities for Substance Use Prevention (SI-CSUP) Advisory Council, ensuring consistent partner engagement and progress toward identified outcomes.
• Coordinates the completion of the SPF community needs assessment, including community surveys, provider focus groups, and data analysis in collaboration with the Data Analyst and REA Analytics.
• Oversees the development and implementation of the SPF-PFS Implementation Plan, Evaluation Plan, and Strategic Plan, ensuring deliverables are completed on time and in accordance with the project workplan.
• Leads the integration of evidence-based screening tools (SBIRT, CRAFFT, SURP-P, ACEs / BCEs) into Arrowleaf's electronic health record (CareLogic) and community partner workflows to enhance early identification and intervention.
• Coordinates the delivery of community prevention programs such as Nurturing Parenting for Families Affected by Substance Use and Drug Endangered Children (DEC) trainings, ensuring fidelity to evidence-based models.
• Develops and maintains partnerships with schools, healthcare providers, child welfare agencies, and community organizations to strengthen prevention infrastructure and referral pathways.
• Ensures all project activities, documentation, and data reporting comply with SAMHSA guidelines, Arrowleaf policy, and CARF accreditation standards.
• Supervises and provides guidance to the Peer Liaison, supporting professional development, performance monitoring, and reflective supervision.\
• Prepares and submits quarterly and annual reports, monitoring progress on goals, objectives, and outcome measures as required by funders and agency leadership.
• Participates in monthly Implementation Workgroup (IWG) meetings with the Project Director, Data Analyst, and REA Analytics to review performance data, identify trends, and recommend quality improvement strategies.
• Promotes cross-program collaboration to align prevention, treatment, and recovery activities within Arrowleaf's behavioral health continuum.
• Represents Arrowleaf and the SPF-PFS initiative at community events, coalition meetings, and stakeholder engagements, providing education and promoting prevention messaging.
• Ensures staff and partners receive required training on overdose prevention, trauma-informed care, and other evidence-based prevention practices.
• Follows all agency policies and procedures related to documentation, data collection, confidentiality, and ethical standards.

Program Manager Benefit Package

Salary range : $48,784 - $52,069 annually (pay is dependent on education level, experience, and credentials)
