The Position
Delta Diablo is pleased to announce the recruitment for a Senior Engineer in our growing Engineering Services Division. This position will directly support the timely delivery of the District's capital projects, processing of development permits, and support for other division projects and studies.

Under direction, supervises Engineering Division field and office work relative to the planning, design, and construction of District facilities; plans, manages, and coordinates permitting and reporting to regulatory agencies to meet environmental regulations; oversees the development review and approval processes; performs project management and construction management; and manages the District's Household Hazardous Waste (HHW) Program and other engineering services for the District.
DISTINGUISHING CHARACTERISTICS
This is a management-level, professional civil engineering classification in the Engineering series. The incumbent performs the full range of professional-level engineering work and administration of various environmental programs requiring independent judgment, initiative, and a full understanding of District policies and procedures. The Senior Engineer is distinguished from the Associate Engineer in that the former directly supervises lower-level classifications in the Engineering Services Department (ESD). The Senior Engineer is distinguished from the Engineering Services Director / District Engineer in that the latter is responsible for the overall day-to-day operations of the Engineering Services Department and serves as District Engineer.
SUPERVISION RECEIVED AND EXERCISED
Under general administrative direction from the Engineering Services Director / District Engineer and may receive direction from the General Manager or Deputy General Manager. This classification exercises supervision and direction over lower-level classifications within ESD. May act as a leader for assigned District teams and projects, and as such, may coordinate or oversee the work of other District staff directly related to the assigned activity.
Primary Job Duties
TYPICAL DUTIES
Duties and responsibilities may include, but are not limited to, the following :
- Effectively manage the planning and delivery of the District's capital program, operation of the HHW Program and other environmental programs, timely review of development applications in accordance with District Code, and allocation of resources and functional responsibilities.
- Develop and monitor the department and division budget and participates in the District's budget cycle and preparation.
- Supervise department staff by providing training, regular performance evaluations, guidance, and other actions to motivate and promote staff development.
- Identify opportunities to improve ESD efficiency and effectiveness, and manage the implementation of improvements and / or updates to related policies and procedures.
- Ensure completion of ESD work activities in a manner consistent with District policies and procedures, applicable laws, codes, statutes, and regulations.
- Review information for equipment purchases and engineering projects involving application of multiple legal, technical, or regulatory requirements.
- Track and analyze regulatory, legislative, and industry changes that may impact environmental and HHW programs and recommends approaches to address these changes, including advocacy, as needed.
- Ensure projects are planned, designed, and constructed, and equipment is purchased to meet technical requirements while adhering to the approved budgets and schedules, public contracting law (where applicable), District policies and procedures, and other requirements (e.g., grant terms).
- Coordinate updating the District's five-year Capital Improvement Program (CIP) to incorporate relevant project information, fiscal constraints, stakeholder input, and District initiatives.
- Review the accuracy of engineering records and directs the maintenance of engineering records.
- Perform engineering calculations, conducts design work, administers capital and maintenance projects contracts, and maintains accurate records.
- Manage engineering and environmental projects and programs with consultants, contractors, other governmental entities, and District staff.
- Support preparation of application materials and administrative reporting for projects with state and federal funding sources.
- Coordinate regulatory permit inspections, permit renewal applications and negotiations (e.g., National Pollutant Discharge Elimination System, air quality), responses to notices of violation, and other interactions with regional, state, and federal regulatory agencies with appropriate District staff and management.
- Perform complex professional engineering work related to the planning, design, and construction of District projects.
- Prepare and present articulate and effective presentations to management, the Board, other agencies, industry organizations, and the public; may represent the District in meetings with industry organizations, other agencies, and the public.
- Recommend and coordinate public outreach strategies for the HHW Program.
- Lead internal teams that analyze historical operating and laboratory data and investigates District facilities and operations to assess compliance with environmental regulations.
- Coordinate with other departments and divisions during the regular course of business and as part of disaster recovery plan activities.
- Participate in District related civic events, and activities of community and professional organizations; and attend meetings and make presentations.
- Provide coverage for work assignments assigned to other staff during short-term, temporary absences on an as-needed and / or assigned basis.
- Effectively perform other work duties and responsibilities consistent with the position on an as-needed and / or assigned basis.

QUALIFYING TRAINING AND EXPERIENCE
A combination of training and experience that demonstrates an individual has obtained the required knowledge and is able to perform the required work (with reasonable accommodation if needed). A person with the following combined training and experience would most likely qualify to compete in a selection process :
Education : Bachelor's degree in Civil Engineering or closely related field from an accredited college or university. A Master's degree is highly desirable.
Experience : Eight (8) years of progressively responsible professional engineering experience, preferably in a public agency water or wastewater setting.

Healthcare Insurance : The District contracts with CalPERS to provide medical coverage to qualified employees, their eligible spouse / registered domestic partner, and / or dependent children through the Public Employees' Medical and Hospital Care Act (PEMHCA) and pays the monthly premium up to 100% of the Kaiser rate for each respective coverage category (employee only, employee + 1, or employee + family). Life Insurance : The District provides fully paid basic life and accidental death & dismemberment insurance equal to the employee's salary as of January 1 of each year. The District also provides Long Term Disability coverage and an Employee Assistance Program.
Flexible Spending and Dependent Care Accounts : Employees may contribute to a Flexible Spending Account (FSA) or a Dependent Care Spending Plan (DCSP) on a pre-tax basis to assist with the cost of eligible expenses.
Retirement : The District participates in the California Public Employees' Retirement System (CalPERS) as follows :
Employees hired after June 30, 2012, and employees hired on or after January 1, 2013, with reciprocity recognized under CalPERS are provided a retirement benefit of 2% at age 55 formula with the three-year final average compensation period, as defined by CalPERS in Government Code Section 20037. These employees shall pay 100% of their seven percent (7%) employee member contribution on a pre-tax basis.Employees (PEPRA) hired after December 31, 2012, without reciprocity recognized under CalPERS are provided a retirement benefit of 2% at age 62 formula with the three-year final average compensation period, as defined by CalPERS in Government Code Section 20037. The Medical Benefit will be equal to the Minimum Employer Contribution (MEC) established annually by CalPERS.Retirees must enroll in a Medicare supplemental insurance plan through CalPERS when they become eligible. CalPERS requires that employees pay their Social Security premium for Medical Part B coverage to remain enrolled in a CalPERS Medicare health plan.Retiree Health Savings Account : The District provides employees a MissionSquare retiree health savings account (a health reimbursement arrangement as described in Internal Revenue Service Notice 2002-45). Employees may withdraw benefits from the plan upon separation from District employment per the requirements of the plan. The Union may set or adjust the employee contribution amount annually.
The District shall make contributions to a MissionSquare account in the amount of one hundred dollars ($100.00) per pay period for employees hired after October 15, 2022.
Deferred Compensation : Eligible employees may participate in the District's 401(a) and 457(b) programs. Employees who participate in the program are eligible to receive a matching contribution up to 4% into their 401(a).
Leave Allowance : Vacation accrual begins with 10 days and increases to a maximum of 25 days annually; 96 hours of sick leave annually; and 11 paid holidays annually. 24 hours of Floating Holiday and 40 hours of Administrative Leave is credited to employees on July 1 annually (prorated for new hires) and is forfeited if unused by the end of the fiscal year.
Sick Leave Sell Back : Employees may sell back sick leave hours exceeding 40 hours in the year that it was accrued up to a maximum sell back of 40 hours of sick leave per year. Sick leave sell back will be paid out in the final paycheck of the calendar year.
Vacation Maximum Accrual : The maximum annual carryover is 400 hours. Any hours earned in excess will be paid out in the final paycheck of the calendar year.
Other Health and Wellness : The District participates in a variety health and wellness activities throughout the year, which includes but is not limited to blood pressure checks, flu vaccinations, fitness / wellness competitions, wellness information sessions, etc. The District also reimburses staff up to $81 quarterly for gym memberships and / or weight loss programs.
