Under general supervision, the purpose of this position is to ensure compliance to plans and specifications for City construction projects and paving, drainage, and utility construction activities. Employees in this classification perform professional and technical level work and possess considerable knowledge of applicable municipal, regional, and state regulatory practices. The position is responsible for monitoring quality control, construction site safety, trench safety, and safe handling of traffic in construction and maintenance areas. Work involves technical examinations and the application of standard trade practices to inspection work. Inspections are conducted independently but in accordance with department regulations and established technical standards. Performs related work as required.

Serves as the City's primary point of contact for permitted construction of infrastructure installation, land development and capital improvement projects. Establishes relationships and works closely with other Engineering staff and with multiple City departments including Public Works (Streets, Drainage, Water, Wastewater, Environmental Services), Parks and Recreation, Building Inspections, Code Services, Planning, and Fire Department (Fire Marshal's Office). Establishes relationships and works closely with multiple external stakeholders including other public agencies (TxDOT, NTMWD), franchised utilities, contractors, developers, impacted neighbors, and other members of the general public. Provides high quality customer service to multiple City departments and external stakeholders; mediate and resolve conflicts and competing interests among the varied stakeholders. Interprets and enforces approved plans, standard details, design manuals, local ordinances, state, and federal requirements. Drives to and from work locations as assigned by Supervisor, with 15-20 different locations being visited on a typical day. Routinely monitors roadways and ROW / Easements for potential hazards to the traveling public and advises multiple City departments and external stakeholders when potential hazards are identified and / or need immediate resources to eliminate hazard.

Ability to operate, maneuver and / or control the actions of equipment, machinery, tools, and / or materials used in performing essential functions. Ability to utilize a variety of advisory data and information, such as construction plans, contract and specification documents, water, sewer, and drainage maps and the City Code of Ordinances. Ability to calculate decimals and percentages; ability to perform mathematical operations with fractions; ability to calculate surface areas, volumes, weights, and measures. Ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Ability to perform coordinated movements involving placing and turning motions, such as surveying equipment, measuring tape, level, valve, and water keys, slide and scale ruler, and operating a vehicle. Ability to prioritize while overseeing multiple contractors working in a fast-paced environment while under a heavy workload of projects. Strong understanding of construction plans and ability to read and interpret plans and details. Strong understanding of survey work and the ability to use measuring tools and devices. Ability to observe and assess field conditions and identify potential issues and problematic conditions. Understanding of construction sequencing / phasing of project progression. Efficient skills using Microsoft Word, Excel, and Blue Beam. Strong ability to observe and advise contractors of potential safety concerns. Strong observatory skills with grade. Ability to verify grade, slopes of grading / pavement for drainage etc. Strong knowledge of ADA (American Disability Act) / PROWAG (Public Right-of-Way Accessibility Guidelines). Ability to evaluate compliance with ADA / PROWAG and troubleshoot existing grades / conditions for compliance. Ability to verify finished grade around water / sanitary sewer / storm water lines and all applicable apparatuses.

High school diploma or GED and vocational / technical training and five (5) years of previous related experience. TCEQ Water - Class C Distribution License and / or TCEQ Wastewater - Class II Collection License preferred. Must pass a drug screen and background check. Must have Class C Texas Driver's License.

Tasks involve the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and / or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds). Some tasks require visual and odor perception and discrimination. Work is performed outdoors with exposure to environmental conditions. Tasks require exposure to construction hazards, traffic hazards, strong odors, dust and / or smoke, chemicals, waste materials, extreme heat / cold and other extreme weather conditions. Frequent travel to and from various jobsites. Tasks will often involve situations with various stressful interactions with multiple internal and external stakeholders.
