Job Title : Program Manager for State Tuition Assistance and State Tuition Waiver Programs

The Utah National Guard is seeking a seasoned professional to take on a leadership and oversight role for the State Tuition Assistance and State Tuition Waiver programs within the Utah National Guard. This is a strategic position where you will function under very general direction to plan, direct, and evaluate critical statewide education benefit programs.
This role is more than administrative; it is about driving excellence, ensuring compliance, and directly impacting the educational and career success of our service members.
Key Responsibilities & What You'll Be Doing
Program Leadership & Strategy : Plan and direct one or more statewide or agency-wide programs, including establishing program goals and objectives.
Compliance & Oversight : Ensure absolute compliance with all relevant state legislative mandates, budgetary guidelines, and program funding stipulations.
Financial & Data Management : Determine budget requirements, prepare and defend budget recommendations, requests, and projections. You will monitor enrollment and financial data, using statistical tools to evaluate and control program performance and quality.
Stakeholder Coordination : Serve as the primary point of contact and subject-matter expert, providing guidance to service members, educational institutions, and agency leadership. You will coordinate with internal and external stakeholders to align state-funded education benefits with broader Utah National Guard and State of Utah education objectives.
System Implementation : Play a key role in the development and implementation of the Customer Relations Management (CRM) system. This includes supporting data integration, user training, and analytics to enhance efficiency and member engagement.
Continuous Improvement : Develop criteria for evaluating programs and proposals. You will facilitate the use of research data to improve existing programs and optimize resource utilization.
Team Development : You may supervise subordinate personnel, which includes hiring, delegating assignments, training, and evaluating performance.
