POSITION TITLE : ASSISTANT PROGRAM MANAGER
STATUS : FULL TIME, NON-EXEMPT
SUPERVISOR : EVANGELINE’S HOUSE PROGRAM MANAGER

SCOPE OF POSITION :
Assist the Program Manager as needed. Provide temporary shelter, care, compassion, meals, and supervision for up to six Washington State Foster Care youth (12-17 years) and emerging adults (18-20 years) in emergency placement situations for a maximum of 60 days while awaiting placement.
EDUCATION AND WORK EXPERIENCE :
Bachelor’s degree from an accredited college or university and one (1) year of similar, full-time experience working with vulnerable populations
An associate degree from an accredited college or university and two (2) years of similar, full-time experience working with vulnerable populations
Or three (3) years of similar, full-time experience working with vulnerable populations
One or more years of supervisory experience required
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED :
Must be at least 21 years of age
Pass a Criminal Background Check
Pass a DSHS Background Check
Valid Driver’s License with clear driving record; ability to clear a Motor Vehicle Records check
Successfully complete TSA Driver Training upon hire and annually thereafter
Produce current negative TB test results; bi-annual negative TB test results required
Have or obtain prior to working with youth, Child and Infant CPR, Adult CPR, and First Aid
Have or obtain prior to working with youth, training on Bloodborne Pathogens
Have or obtain prior to working with youth, WA Food Handler’s Card
Annual Mandated Reporter training
Have or take de-escalation and restraint training (Right Response)
Ability to lead a team
Conflict resolution skills
Model appropriate social and interpersonal behaviors for youth and staff
Ability to manage employees and youth successfully within the program’s structure
Proficient in typing, organizing and filing
Working knowledge of Microsoft Office Suite and other software
Self-motivated and work with minimum supervision
Maintain confidentiality with personal information
Working knowledge / experience of customer service, social services and local resources
Excellent written, verbal and interpersonal skills
Effectively work with a diverse population in a team environment
Capable of auditory and visual supervision; verbally and physically interact with children in care
Possess skills / abilities to successfully work with the challenging behaviors of youth in care
Effective communication and problem-solving skills
High personal standards of cleanliness and thoroughness
Be available to be on-call to cover other shifts during the week; some holidays
ESSENTIAL DUTIES :
Develop positive, professional relationships with coworkers, administration, and professional agencies
Provide support to the Program Manager in supervision and coordination of staff
Support new employees / volunteers through a thorough orientation of the program
Ensure all staff are always compliant with TSA and program training requirements
With the support of HR, prepare and present staff corrective action, as needed
In compliance with program requirements, maintain personnel files for all staff
Support the programs recruitment by screening candidates, interviewing, and determining the next steps with the support to the Program Manager
Assist with preparing and conducting monthly staff meetings and training
Attend and participate in department meetings
Ensure HIPAA, WAC guidelines, contract, licensing and local policy and procedures compliance
Compile Evangeline’s House monthly statistics, as directed
Assist in development / revisions of the program and practices with oversight of Program Manager
Serve as agency’s public awareness representative along with Program Manager
Develop and manage staff schedules, timesheet procedures and breaks
Participate in finding coverage for call outs; provide relief for staff breaks
Participation in on-call schedule requirements
Keep Background Check Log
Ensure all required and appropriate paperwork is filed for youth in care
Contribute to positive morale in the program
Follow and ensure compliance with all Child Safety policies and procedures
Model appropriate social and interpersonal behaviors for youth
Work directly with DSHS regarding placement and movement of children
Complete intake and discharge paperwork
Comply with youth disciplinary guidelines
Report incident and suspected abuse / neglect
Properly implement behavior management (de-escalation and restraint)
Manage youth transportation needs, HEART Program, school bus schedule and off-site needs
Accompany youth to school and appointments as needed (driving, riding or walking)
Ensure the safety of all youth in care
Administer medications to youth and complete necessary related documentation
Communicate and document with caseworkers and other agencies regarding youth in care
Ensure repair and supply requests are communicated to appropriate recipients
Conduct and / or oversee monthly fire drills; report written results to the Program Manager
Maintain facility security by ensuring windows and doors are locked; report any security concerns
Clean the facility and do laundry when needed
Performs other duties as assigned

Sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis
Grasp, push, pull, objects such as files, file cabinet drawers, carts, doors, and reach overhead

WORKING CONDITIONS :
The work is typically performed in a home-like environment with individual studio rooms for each youth in care, communal living areas, and shared office space
Fast-paced environment with frequent interruptions requiring adaptability, compassion, and resilience
Frequent loud noises due to group conversations, TV or music playing, and clients in mental health crisis
Irregular hours, including nights, weekends and holidays
