PAAN INTENSIVE PREVENTION SERVICES PROGRAM

POSITION OVERVIEW : This position provides counseling services to juveniles with significant histories of behaviors that threaten the wellbeing of themselves and others. These behaviors include, but are not limited to theft, substance use and abuse, truancy and incorrigibility. Efforts are made to avoid initial or repeated contact with the justice system. The Intensive Prevention Services program seeks to prevent the need for court involvement through family intervention. For that reason, the Counselor position must assess both youth and parents with a keen awareness of the varied intervention modalities. The position is dynamically linked to the other programs within the PAAN agency.

This position will require frequent communication between external and internal departments including, but not limited to contact with the Juvenile Justice System (JJS), Children Youth and Family Services / Department of Human Services, Family Court, Youth Aid Panels and the schools. Counselors are responsible for performing the following duties :

  • Work collaboratively with the case manager for the jointly assigned youth.
  • Create Youth / Family Service Plans (FSP) based on strengths-based assessments.
  • Assess & monitor completion of goals as outlined in the Youth / Family Service Plan and youth aid panel ordered requirements.
  • Assess all past weekly home / school visits to determine youth's progress.
  • Conduct weekly individual counseling sessions with youth
  • Recommend and refer resources for individual and family group counseling when needed.
  • Assess past weekly group and individual counseling sessions at site-based locations for completion of goals and objectives.
  • Assess the established community relationships and resources.
  • Assess the achievements of families' goals as outlined in youth's support plan (Family service Plan).
  • Prepare written reports in accordance with agency and funder requirements.
  • Identify areas requiring counseling.
  • Maintain accurate up to date clinical records as instructed. Provide weekly input to team regarding intervention for identified families. Counselors must have the ability to respond to crisis situations and understand that flexibility in work schedule will be necessary.
  • Prepare case notes as instructed.
  • Support Case Managers with home / school meetings to determine if clinical counseling / therapy is required for youth and / or family.
  • Make entries and update data base as required.

REQUIRED QUALIFICATIONS, KNOWLEDGE, AND EDUCATION

  • Minimum of 5 years in problem solving interventions, family interventions, crisis intervention, parenting assessments and strategies; counseling with youth and families in a therapeutic setting. Understanding of strengths-based services and the dynamic role they play in the family process and teamwork among staff members is necessary.
  • Awareness of the culture of poverty, diversity and personalized intervention.
  • Excellent verbal and recording skills.
  • Experienced and / or knowledgeable in Family Group Decision Making
  • Computer proficiency required.
  • Ability to submit required reports in database system and file in accordance with funding source and agency requirements.
  • Ability to adhere to HIPAA guidelines as related to confidentiality.
  • Ability to understand the concept of professional helping and its connection to professional boundaries in service delivery.
  • Criminal Background, Childline, and FBI Clearances upon being hired.
  • Ability to engage resistant, apprehensive and / or discouraged family members and youth.
  • Knowledge of DHS Community Based Prevention Services (CBPS) database is a plus.
  • Ability to speak / write fluent Spanish extremely valuable for this position.
  • Accept other administrative duties to support the viability and growth of the program along with adherence to policies and governing bodies.
  • Knowledge of neighborhood and community resources relevant to this population.
  • Sensitivity to racial, cultural and economic factors, and willingness to adopt interventions that work for different groups.
  • Understanding of a strengths-based, recovery-oriented approach and a willingness to adopt this approach.
  • Knowledge of high-risk youth, family systems, mental health disorders and substance abuse.
  • Ability to work independently.
  • Ability to navigate throughout the city comfortably and effectively.
  • Comfortable working with adolescent youth (ages 10 to 17.)
  • Computer proficiency required.
  • Completion of PA Certified Peer Specialist Training preferred
  • Valid driver's license, insurance in your name and vehicle required. Must be available to drive / transport during programming.
  • Environmental Factors and Condition / Physical Requirements :

  • Working conditions are in a variety of setting, involve the potential for high stress levels and exposure to difficult situations; some non-standard work hours are required.
  • Must work with a vulnerable and overwhelmed population often identified as having few resources.
  • Must be available (i.e. attend / participate) during site base programming daily.
  • Education and Training Requirement :

  • Masters (MA) degree in counseling, social work, psychology and / or another therapeutic field is preferred.
  • Training in working with strength-based assessments and developing Family / Youth Service Plans.
