About the Department :

The primary purpose / objective / mission of the University Police Department is to provide a safe and secure environment for all university employees, students, and guests. Embracing the principles of community policing, the department works collaboratively with academic and administrative units, individuals, and organizations in furtherance of the mission of the university. The department delivers a comprehensive program in law enforcement to provide the highest level of safety, security, and service for the students, faculty, staff, and visitors to the university, as they pursue their daily work and study activities, consistent with the laws of the commonwealth, and the policies of the university.

About the Position :

The Intelligence Analyst supports the George Mason University Police Department by enhancing campus safety through the collection, analysis, and dissemination of intelligence related to potential threats. The position is responsible for monitoring open-source and law enforcement information to identify and communicate emerging risks that could impact the university community or campus events. By providing actionable intelligence, and analytical reports, the Analyst enables proactive decision-making, event planning, and coordination with internal units and external law enforcement partners. This role strengthens the university's ability to detect, prevent, and respond to safety threats, ensuring a secure and informed campus environment.

Responsibilities :

Intelligence Collection and Monitoring :

  • Collect, examine, and interpret data from various sources (open-source, law enforcement databases, social media) to identify potential threats or patterns. Conduct OSINT monitoring and maintain situational awareness for campus safety.

Reporting and Briefing :

  • Produce clear, concise intelligence reports, bulletins, and presentations for department leadership, internal units, and external law enforcement / fusion centers. Prepare executive-level briefings and situational updates.
  • Partnership and Information Sharing :

  • Maintain relationships with internal departments, law enforcement partners, and fusion centers. Share intelligence, support collaborative investigations, and facilitate interagency communication.
  • Event Security Support :

  • Assist the Events Management Unit in planning for campus events by providing data-driven security recommendations, threat mitigation strategies, and vulnerability assessments.
  • Required Qualifications :

  • High school diploma or equivalent.
  • Typically, at least two years of experience working and coordinating with local, state, and federal law enforcement.
  • Typically, at least two years of experience performing analytical work for strategic support.
  • Typically, at least two years of experience conducting open-source intelligence for law enforcement.
  • Certification or formal training in intelligence analysis (e.g., IALEIA, FBI-LEEDA, DHS, or similar programs).
  • Knowledge :

  • In-depth understanding of intelligence analysis principles, methodologies, and best practices within a law enforcement or public safety context.
  • Knowledge of open-source intelligence (OSINT) collection, social media monitoring, and data verification techniques.
  • Familiarity with criminal intelligence databases, fusion center operations, and interagency information-sharing protocols.
  • Understanding of threat assessment processes, behavioral indicators of violence, and event security planning.
  • Working knowledge of privacy, civil rights, and civil liberties consideration in intelligence collection and dissemination.
  • Awareness of current national and regional threat trends impacting institutions of higher education.
  • Skills :

  • Strong analytical and critical-thinking skills to interpret complex data and identify credible threats or emerging trends.
  • Proficiency in gathering, evaluating, and synthesizing information from multiple sources into concise, actionable intelligence products.
  • Excellent written and oral communication skills for preparing clear reports, bulletins, and briefings tailored to diverse audiences.
  • Excellent written and oral reporting skills, interpersonal skills, and the ability to communicate at all levels of the department and university.
  • Advanced computer and data analysis skills, including the use of intelligence platforms, mapping tools, and visualization software.
  • Strong organizational and time-management skills to manage multiple priorities and projects simultaneously.
  • Effective interpersonal skills for collaboration with university departments, local / state / federal partners, and community stakeholders.
  • Must possess the skill and ability to analyze, summarize, report, and share information.
  • Abilities :

  • Ability to pass a rigid background check.
  • Ability to exercise sound judgment and maintain confidentiality when handling sensitive or classified information.
  • Ability to work independently with minimal supervision while contributing to a team-oriented environment.
  • Ability to think strategically and anticipate security needs related to campus events or emerging issues.

  • Ability to interpret and apply policies, procedures, and best practices in intelligence and threat analysis.
  • Requires ability to self-start and track projects and possess independent decision-making skills.
  • Requires ability to apply experience and judgment in selecting procedures to be followed in searching, interpreting, and selecting information to be entered into various databases and systems from a variety of document sources.
  • Ability to provide comprehensive presentations (both oral and written) to support the Threat Assessment Unit and Events Management Unit.
  • Ability to understand and follow complex written and oral instructions and effectively apply proper technical solutions, policies, procedures, and guidelines with attention to detail.

  • Preferred Qualifications :

  • Bachelor's or Master's degree in Criminal Justice, Intelligence Studies, Homeland Security, or related field.
  • Law Enforcement Intelligence certification from the International Association of Law Enforcement Intelligence Analysts (IALEIA) or equivalent.
  • Criminal Intelligence Certified Analyst (CICA) or similar professional intelligence credential.
  • Fusion Liaison Officer (FLO) or Virginia Fusion Center (VFC) intelligence training certification.
  • Department of Homeland Security (DHS) or Federal Bureau of Investigation (FBI) intelligence or counterterrorism training (e.g., DHS Intelligence Training Academy, NCTC, or FBI-LEEDA).
  • Advanced Open-Source Intelligence (OSINT) certification from an accredited law enforcement or intelligence training provider.
  • Typically, three or more years of professional experience performing intelligence or analytical work in a law enforcement, homeland security, or public safety agency.
  • Experience working with federal, state, and local law enforcement partners, fusion centers, or intelligence-sharing networks.
  • Experience conducting open-source intelligence (OSINT) collection and analysis related to public safety, threat assessment, or event security.
  • Experience supporting threat assessment teams or behavioral intervention programs within a university, corporate, or government setting.
  • Experience producing analytical products such as trend analyses, situational reports, or executive briefings.
  • Experience using intelligence or investigative software tools, including data visualization, mapping, and link-analysis platforms.
  • Experience in planning or supporting security operations for large-scale events, demonstrations, or dignitary visits.
  • Military intelligence, counterterrorism, or cybersecurity experience that demonstrates strong analytical and situational awareness skills.
  • Knowledge :

  • Knowledge of higher education environments and unique campus safety challenges.
  • Familiarity with Virginia law enforcement information systems, fusion centers, and regional intelligence-sharing networks.
  • Understanding of counterterrorism, cybersecurity, or protective intelligence operations.
  • Knowledge of advanced data analytics, visualization, or artificial intelligence tools used in intelligence analysis.
  • Skills :

  • Proficiency in data mining, geospatial analysis, and social network analysis software.
  • Skill in developing and delivering intelligence training or awareness presentations.
  • Strong research and report-writing skills for executive-level briefings and strategic assessments.
  • Abilities and Attributes :

  • Ability to build and maintain cooperative working relationships with regional, state, and federal partners.
  • Ability to apply creative problem-solving in fast-moving or ambiguous threat environments.
  • Ability to develop analytical models for long-term threat and risk forecasting.
