HEALTH & NUTRITION MANAGER

JOB DESCRIPTION

Job Title : Health & Nutrition Manager

Organization : Kai Ming, Inc. is a non-profit 501(c)(3) organization that provides full-day, full-year; full-day, part-year high quality comprehensive early care and education services to eligible children ages 3 months to 5 years old in San Francisco, CA, with funding from the Federal Office of Head Start, California Department to Education, California Department of Social Services, and the City and County of San Francisco's Department of Early Childhood.

Job : This is a full-time and exempt position. Under the general supervision of the Director of Children and Family Services, the Health & Nutrition Manager plans, participates and coordinates the Early Head Start / Head Start / CDE, Health and Nutritional services program. This position supports the delivery of a comprehensive, high quality health and nutrition program, through : monitoring the implementation of federal and state health, nutrition, and safety requirements; ensuring that each child receives preventive health care, including dental exams, physical exams, screenings, and immunizations; ensuring quality services of the nutrition program, including children's needs, food delivery, nutrition education activities for parents, staff and children; coordinating with other Early Head Start / Head Start agencies and community partners; and supporting the integration of Health and Nutrition with other Early Head Start / Head Start Service Areas. In addition, this position develops and implements nutritional services for Kai Ming families and provides assistance and direction for the WIC Program and the USDA Child and Adult Care Food Program (CACFP) for centers.

Essential Job Duties :

  • Manages all of the Early Head Start and Head Start requirements in the areas of health, safety, and nutrition for center-based and home-based program options, including prenatal services.
  • Ongoing reporting of health data and results of health monitoring.
  • Ensures compliance with all federal, state, and local agency policies, procedures and regulations.
  • Reviews, evaluates and interprets health records, vital statistics and other data affecting health and nutrition, in order to assess needs and to plan and implement special programs or activities to meet these needs.
  • Develop partnerships with local community-based agencies, government agencies, universities, etc., to assist families to access health and nutrition-related services in the local community.
  • Provides on-going training, technical assistance and support to Kai Ming's education and enrollment / family services staff to ensure the child and family are receiving individualized support.

Health :

  • Oversees the completion of the child health requirements and other required screenings and assessments; assists in generating referrals as needed; and conducts follow-up to ensure the needs of the child has been met.
  • Supervises the review of the medical and developmental history of each child.
  • Leads efforts in encouraging parents to adhere to medical, dental, screenings, and ensures that follow-up treatments are completed within established federal guidelines.
  • Organizes and participates in team management functions of planning, implementing and evaluating family health goals and objectives.
  • Oversees program components that include partnerships with nursing programs in developing health plans, and training staff on how to better care for children with medical needs in the program.
  • Monitors, guides and provides support to staff and families who work with children with re-occurring medical concerns.
  • Coordinates implementation of health and individual treatment plans, through consultation with parents, hospital staff, health center staff, medical office staff, and / or physicians.
  • Develops a working knowledge of community resources, and visits, at least annually, with major agencies for service delivery updates and community resource guide
  • Participates in the development and revisions to health-related policies and procedures; ensuring that all policies and procedures are in line with EHS / HS / CDE / CACFP Regulations.
  • Participates in the development and delivery of all health-related training and training materials for parents and staff.
  • Attends parent / teacher conferences as requested.
  • Oversees all health data in the Jupiter databases to assure the integrity and compliance of health activities.
  • Documents all efforts to assist families, tracks family partnership efforts and outcomes, records, monitors and follows up on referral, and submits reports as required.
  • Reviews all incidents / accidents reports; prepares reports for Community Care Licensing and the Head Start Regional Office (as needed); gathers data around the causes; provides technical assistance to center staff around prevention. Maintains strict confidentiality at all times, including the ability to recognize situations in which confidentiality is required.
  • Nutrition :

  • Reviews and evaluates Nutrition Services component activities to insure conformance to Head Start Performance Standards and other State and local regulations.
  • Manages the requirements of the USDA Child and Adult Care Food Program (CACFP).
  • Work closely with contracted food vendors to plan menu cycles of nutritional value for meals and snacks.
  • Assess nutritional status and special needs of children and their families from health records, dietary questionnaires, and knowledge of community nutrition trends.
  • Provide counseling and information to parents whose children have special dietary needs or problems related to nutritional status.
  • Involve parents in developing plans to address identified nutrition-related needs.
  • Provides on-going follow-up services to children and families that may be at-risk for nutrition-related issues.
  • Provide ongoing support for classroom staff working with children and families with nutrition-related issues.
  • Attends parent / staff Conferences when requested and provides input.
  • Makes referrals to nutrition agencies and physicians, when appropriate.
  • Arranges for the collection of data as needed to ensure compliance with pertinent legislation, regulations, and laws; that food service reimbursement requests are accurate, timely and assure maximum return; ensure timely and accurate reporting of data to Federal and State authorities.
  • Provides direction for menu formulation, food preparation and service, purchasing, sanitation standards, safety practices and personnel utilization, in accordance with California Food Service, Health Department and Head Start guidelines.
  • Provides input into the development of the annual food services budget for inclusion in the agency's annual funding plan.
  • Provides input into the development of schedules, standards, and procedures for preparing and delivering meals to sites as required.
  • Counsels parents concerning general nutritional problems and design and conduct nutrition education for parents.
  • Conducts periodic observations of nutrition education in the classroom and provides direction for improving the classroom nutrition education program.
  • Related Activities

  • Meet regularly with the Head Start program director, managers; attend IFSP / IEP meetings, as needed.
  • Participate in a variety of meetings, activities, and events to support Head Start and its partners; attend and participate in professional group meetings and trainings.
  • Develops and implements a process of on-going monitoring, including regular and frequent site visits.
  • Prepares in-service training plans for educational staff, family services team, and parent groups related to health and nutrition.
  • Develops and coordinates agency prenatal workshop series in collaboration with community partners.
  • Participates in the San Francisco three-Grantee Head Start Health Advisory Committee meeting activities; facilitating as needed.
  • Performs other related essential functions, as assigned.
  • Qualifications : Kai Ming is looking for an experienced, qualified professional who will have the functional responsibility for the Health and Nutritional Component for the Head Start / Early Head Start Program. Member or eligible for membership in the American Dietetic Association. Knowledge of dietetics or nutrition in a community-based setting; nutritional resources and programs. Ability to communicate medical and nutritional health related information in a manner easily understood by parents; work with diverse community, student, and staff groups.

  • Bachelor's degree in Nutrition, Health Education, Public Health, Early Childhood Education, or related field (or equivalent experience).
  • At least five (5) years' of progressively responsible experience in health and nutritional services. Formal training in the area of nutrition is required.
  • Experience in early childhood settings, Head Start / Early Head Start, CACFP, or community health preferred.
  • Knowledge of Head Start Performance Standards required.
  • Knowledge of child development, family engagement, and culturally responsive practices.
  • Bilingual (Chinese / English) preferred.

  • Strong organization, communication, and data-tracking skills and reporting skills.
  • Excellent problem solving, programming and organizational skills.
  • Excellent written and oral communication skills.
  • Excellent interpersonal skills.
  • Must have the ability to communicate with various stakeholders; parents, children, consultants, colleagues and delegates from partner agencies.
  • Must be able to conduct staff training, maintain records, prepare reports, and clearly understand written or verbal instruction.
  • Ability to work effectively with individuals from various ethnic, socioeconomic, educational and cultural backgrounds.
  • Ability to identify, assimilate, comprehend, and solve critical elements of various situations (initiate solutions without constant supervision)
  • Must be comfortable with public speaking.
  • Ability to travel for meetings, conferences, and training.
  • Adhere to the Kai Ming Code of Conduct and all other internal policies and procedures.
  • Accountable for the health, safety and supervision of all children and families.
  • Other Requirements :

  • TB Clearance every 2 years
  • Physical exam every 2 years
  • Valid immunization records (MMR, Tdap, Flu shot)
  • Criminal Background Clearance (FBI, DOJ and Child Abuse Index)
  • Sex Offender Registry Check Clearance
  • Must adhere to the "Confidentiality Agreements"
  • Adherence to the Child Abuse Reporting Mandate
