Pay Rate / Range : The budgeted salary range that the University reasonably expects to pay for this position is $140,000 to $175,100 / year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $119,400 to $230,800 / yr.

Brief Summary of Job Duties : Under the supervision of the Director of Capital & Physical Planning, the Associate Director is responsible for the development and supervision of the Long Range Development Plan (LRDP), Plan Amendments, and environmental and physical planning on the campus from the programming stage through approvals at the Campus, Office of the President, Regents and California Coastal Commission. Provides expert level expertise, advice and counsel on the development, revision, and implementation of the LRDP. The position is recognized as the campus' expert on long-range and environmental planning. Represents the campus and university officials in community and governmental relationships. Coordinates with staff UCOP Physical and Environmental Planning in preparing the LRDP, Coastal Plan, and EIR as well as supporting material, related reports, and presentations. Manages and works with professional consultants working on the LRDP as well as physical planning studies including community affairs, planning, and environmental specialists. Works in close association with the Directors of Capital and Physical Planning, Design and Construction Services and Facilities Management to ensure the campus is compliant with all local, state, and federal environmental laws that pertain to the UC Santa Barbara campus. Works in close coordination with these directors in the planning, programming, design and implementation phase of all projects subject to outside or internal agencies reviews. Responsible for the supervision of the Planning staff, composed of up to two Senior Planners and one Principal Planner, and work study and intern positions.

Required Qualifications :

Bachelor's degree - Bachelor's degree in related area and / or equivalent experience / training.

Expert knowledge / skills in all aspects of city and environmental planning, architecture, other planning-related fields, including knowledge / skills in large-scale site planning.

Must be judicious and possess political acumen, have expert project management experience, negotiation skills, excellent writing, and analytical capabilities, be adept at public speaking, and have a track record of successfully managing multiple projects with competing demands under the pressure of deadlines.

Expert skills in building, maintaining and nurturing strong professional relationships to achieve short and long range organizational development goals.

Expert knowledge of the organization, including its architectural history, short and long range development plans, infrastructure and current, on-going and future design and construction plans.

Preferred Qualifications :

7-9 years - In closely related field

Master's degree - Masters in Architecture, Landscape Architecture, City Planning or other planning or environmental related field preferred.

Job Functions and Percentages of Time :

• 10% Administration - Under the direction of the Director of Capital and Physical Planning, responsible for all matters relating to development and implementation of physical and environmental planning for the UCSB Campus, including : Long Range Development Plan (LRDP), Campus Physical Planning, Environmental Planning and Community Planning including area plans, site plans, and massing studies. Manages a qualified and effective staff of professionals and coordinates project assignments with Senior and Principal Planners. Determines need and scope of consultant services for environmental analysis and documentation, and author Professional Services Agreements with selected consultants. Tracks and approves invoicing and budgets for environmental consultants. Trains, provides guidance and advice, reviews work products and provides direction to co-workers on procedures related to the LRDP, CEQA, Coastal Act compliance, and compliance and procedures related to all appropriate environmental regulatory agencies.
• 30% Long Range Planning - Manages preparation of the Long Range Development Plan and amendments, including consultation with campus leadership and stakeholders, interfacing with relevant jurisdictions and regulatory agencies, and engaging consultants to assist in preparing the LRDP and supporting documentation. Manages performance of LRDP mitigation measures. Tracks and monitors interconnectedness and mitigations of past, present, and proposed campus projects and disseminates information to planning staff and other University staff as required. Provides direction to other campus departments such as Design, Facilities and Safety Services and Housing, Dining, and Auxiliary Services on the implementation and monitoring of all CEQA mitigations and Coastal Commission conditions of approval to guide the development of approved projects. Responsible for preparing and submitting agency-required multi-year environmental monitoring reports.
• 55% Environmental Review of Campus Projects - Reviews all proposed campus development projects for consistency with Campus LRDP and for conformance with all relevant jurisdictional (City of Goleta, County of Santa Barbara) requirements to determine level of environmental review for each project. Makes autonomous decisions regarding the level of environmental review of campus capital projects and the processing of regulatory submittals. Advises campus leadership, Academic Deans and their representatives, leadership in the Offices of Budget & Planning and the Administrative Services Vice Chancellor, project managers and proponents on planning considerations for campus development projects. Works with UCSB Senior Administration and Facilities Management and Housing Project Managers and UCSB Administration including Academic Departments in developing realistic project schedules for the environmental review process and approvals. Works with UCSB Project Mangers to develop project descriptions and mitigations to offset potential significant project environmental impacts and conform with the LRDP, CEQA, and Coastal Act regulations. Manages preparation of CEQA documents such as Categorical Exemptions (CE), Mitigated Negative Declarations (MND), and Environmental Impact Reports (EIR), and other approval documentation for The Regents and Chancellor. Manages preparation of Notices of Impending Developments (NOIDs) and LRDP Amendments as necessary to submit to the California Coastal Commission. Organizes, oversees, and submits all required environmental documents to the Chancellor, UCOP, and Regents, as well as relevant jurisdictional authorities outside of the University system, such as the County of Santa Barbara, City of Goleta, and the California Coastal Commission (CCC).
• 5% Community Representation and Presentations - Represents the campus and University-wide administration in community and governmental relationships. Represents the campus to local, regional and area governing bodies and planning commissions or boards. Operates as the University's Agent and acts as the project proponent with campus-wide departments and with environmental regulatory agencies. Responsible for organizing, preparing, and making presentations at recorded public hearings, community meetings, and other public meetings as required, educating and providing information to the public and government agencies on University projects and long range plans. At the request of University faculty, makes presentations to classes and at seminars representing the Office of Campus Planning and Design and its function with campus development and land use. Serves as the primary University representative and liaison with the California Coastal Commission and its staff, and other environmental regulatory agencies. Maintains communications with officials from the University of California Office of the President.
