The City of Oakland is recruiting to fill one (1) Program Analyst I (Selective Certification - Violence Prevention Program Evaluation) vacancy in the Department of Violence Prevention (DVP). The Program Analyst will assist in the program planning, research, analysis, and development of programs specific to Oakland violence prevention and intervention. They will also assist with violence prevention grants and contracts, and the implementation of violence prevention programs, as well as provide assistance to community-based organizations.

The ideal candidate has experience in program administration of violence prevention / intervention programs or direct service programs to populations at high-risk for violence. They should be culturally competent and be able to communicate effectively with individuals with diverse backgrounds.

We are looking for someone who is :

  • Tech-savvy . You will be the primary contact for technical assistance with the department’s data and grant management system.
  • Detail-oriented . You will review service delivery data regularly for quality assurance.
  • Customer service oriented . You will play an important support role for DVP and grantee staff who may need additional assistance with tech.
  • Analytical . You will build advanced reports and data dashboards to display information in visually appealing ways.
  • Organized . You will manage multiple priorities, including small tasks, ongoing projects, and support as needed.

What you will typically be responsible for :

  • Customizing our grant and data management system (Apricot 360) to the needs of the department and grantees.
  • Providing training and technical assistance to system users, including in-person and virtual trainings, group and one-on-one technical assistance, and written and recorded training materials.
  • Conducting ongoing and regular quality assurance checks on data and remediate data quality issues.
  • Building custom reports and data dashboards to display grant and service delivery information in easily understandable formats.
  • Supporting the overall team with data and grant management requests, including providing information for inquiries and grant reports.

  • Minimum Requirements for Application

    Selective Certification  (Violence Prevention Program Evaluation)

    This recruitment is being announced in accordance with Section 5.03 of the Civil Service Rules. The eligible list generated from this announcement will only be used to fill Program Analyst I positions specialized in Violence Prevention Program Evaluation, including full-time and permanent part-time positions, if applicable, and may be used to fill future vacancies with the same Selective Certification.

    This recruitment is restricted to full-time, permanent part-time, or part-time City employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process.

    Education :

    Bachelor's degree in Social Work, Political Science, Economics, or a related field.

    Experience :

    One (1) year of professional work experience collecting, analyzing, and evaluating local, state, and federal data and / or program data, including the utilization of a data management system that tracks social services programs, funding, and outcomes.

    Desirable Qualifications :

  • Experience with violence prevention and intervention efforts.
  • Experience with the Apricot 360 data management system or similar systems.
  • Experience with SAP Business Objects or other business intelligence tools.
  • Experience with SQL or other coding languages or data analysis software.
  • Experience with Tableau or other data visualization software.
  • Supplemental Information

    The Recruitment Process :

    The City of Oakland works with a Civil Service system. Applicants apply online, and HR staff reviews their experience, education, and training listed on the application against the “minimum qualifications” listed for each position.

    Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge, skills, and abilities in job-related areas.

    Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.

    In the final review, candidates may clarify information already provided on their application. No additional work history, education, or certifications will be accepted. Any decisions made during this review process will be final.

    For this recruitment, all qualified applicants will be sent a writing exercise (weighted 100%), which will then be evaluated and rated by subject matter experts. The tentative date that the writing exercise will be sent to you for completion is the week of February 9, 2026.

    Candidates who pass each stage in the process will be placed on an eligible list. Some candidates may receive extra points, for example, if you are a Veteran with an honorable discharge, or if you are a current City of Oakland resident. If you’re applying to a “restricted” posting and you are eligible as a current City employee, you may also receive additional points for your City service. Extra points are only applied to passing scores, so if you do not pass every element of the testing process, you cannot use extra points to pass.
