Description

The Texas General Land Office is seeking a Senior Software Engineer (Programmer V) within the Information Technology Services Department of the agency.

The Senior Software Engineer performs highly advanced (senior level) computer programming and software engineering work for the Information Technology Services department. Work involves designing, developing, testing, and maintaining complex software solutions across a holistic application domain or shared platform to support agency programs and operations. The position addresses ambiguous or novel technical problems requiring advanced analysis and judgment.

Responsibilities include providing technical leadership across an application domain or platform; shaping and applying domain-level standards, patterns, and delivery practices; and designing and implementing complex or non-routine solutions. This role ensures consistency, reliability, maintainability, and SDLC alignment across related applications or services and balances hands-on software development with broader technical leadership responsibilities.

Works under general supervision, with moderate latitude for the use of initiative and independent judgment. This position serves as a senior technical authority and provides technical leadership and mentorship through hands-on implementation, code and design reviews, and technical guidance, without formal supervisory or people management responsibilities. All levels in this job series are expected to perform hands-on software development work; the scope and complexity of implementation responsibilities increase with level.

About the Role

The Senior Software Engineer plays a key role in designing, building, and maintaining mission-critical applications that support the Texas General Land Office’s internal operations and public-facing services. This position focuses on delivering reliable, maintainable, and user-centered software solutions across a shared application domain or platform.

In this role, the Senior Software Engineer supports application modernization efforts, including developing web-based and platform-driven solutions that improve usability and operational efficiency. The position works closely with product owners, designers, and other engineers to translate business and user needs into effective technical implementations, including solutions built within platform environments such as Salesforce.

Operating as a senior, hands-on contributor, the Senior Software Engineer provides technical leadership through solution design, code reviews, and implementation guidance, without formal people management responsibilities. This role is ideal for an engineer who enjoys solving complex problems, leading through execution, and delivering high-quality software that directly supports the agency’s mission.

What Your Contributions to the GLO Will be :

Software Development & Solution Delivery

Leads the delivery of complex software solutions across a holistic application domain or shared platform. Writes and reviews complex, novel, or high-risk production code; implements precedent-setting features; and resolves advanced defects to ensure reliable and scalable solutions.

System Analysis, Design & Implementation

Guides domain-level system analysis and solution design across applications or services. Designs complex integrations and technical approaches to address ambiguous requirements while ensuring alignment with established architectural direction.

Quality, Reliability & Operational Support

Establishes and enforces domain-level expectations for quality, reliability, and operational readiness. Leads analysis and resolution of systemic or recurring technical issues and supports complex incident response efforts.

Automation, Tools & Continuous Improvement

Shapes and advances domain-level development, deployment, and operational practices through automation, tooling, and process improvements. Promotes consistency and efficiency across teams working within the domain or platform.

Documentation, Standards & Compliance

Establishes and maintains domain standards, technical documentation, and implementation guidance. Ensures solutions comply with security, operational, and policy requirements and supports long-term sustainability of the domain or platform.

Technical Leadership & Knowledge Sharing

Provides technical leadership across teams by leading complex code and design reviews, mentoring peers through hands-on collaboration, and guiding technical decision-making. Serves as a trusted technical resource without supervisory authority

EIR Accessibility Coordinator

Serves as the EIR Accessibility Coordinator for the agency. Ensure alignment and

fulfillment of the responsibilities outlined in Texas Government Code Sec. 2054.451.

Recommends best practices, develops strategies, and coordinates activity for EIR

accessibility, including facilitating exceptions processes, incorporating accessibility requirements into procurement and planning implementation. Ensures compliance with relevant regulations, develops policies and procedures, resolves accessibility issues, and promotes accessibility awareness through training, consultation, and reporting progress to management and stakeholders.

Qualifications

Minimum Qualifications :

Bachelor’s degree from an accredited four-year college or university with major coursework in computer science, information systems, computer engineering, or a related field. Equivalent professional experience may substitute for the degree requirement at a rate of one year of relevant experience for each year of education.

A minimum of five (5) years of progressively responsible professional experience in software engineering, application development, or systems implementation.

Location Requirements : This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided.

Preferred Qualifications :

Demonstrated experience leading the design and development of user-facing web applications as part of a full-stack or platform-based software engineering role.

Demonstrated experience guiding implementation of modern JavaScript frameworks or component-based user interface architectures.

Experience leading or owning front-end development efforts within web content management system (CMS) environments supporting content-driven or public-facing applications.

Designs, develops, and maintains user interface components that promote usability, accessibility, consistency, and maintainability across applications.

Experience leading technical implementation within platform-based application environments, such as customer relationship management (CRM) or low-code platforms.

Experience with Salesforce or similar enterprise application platforms or demonstrated ability and willingness to learn and apply such platforms in production environments.

Demonstrated experience driving application modernization initiatives, including enhancements to existing systems or replacement of legacy applications.

Leads technical design discussions, drives code reviews, and guides implementation planning to ensure high-quality and maintainable software delivery.

Establishes and maintains technical documentation, implementation guidance, or development standards to support sustainability and knowledge sharing.

Physical Requirements :

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client / customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
