Management and Program Analyst
This vacancy is for a GS-0343-12, Management and Program Analyst located in the Department of Homeland Security, United States Coast Guard, Planning & Estimating Branch, Coast Guard Yard, Industrial Department, Baltimore, MD.
Responsibilities :
- Monitoring contract agreements regarding multiple contractor workforces which are engaged in depot-level fleet and system maintenance, modification and overhaul, mechanical and electronic equipment repair, engineering support, major equipment, and supply / logistics support to Production Shops.
- Assuring vendor conformance with prescribed standards of safety, quality, and production.
- Consulting with contractor supervisors on training, performance and other issues related to the contracts supervised.
- Monitoring contract use of Acquisition Construction & Improvement (AC&I) and Operating Expenses (OE) funding to ensure compliance with appropriation law.
- Assisting in administering Yard Contract Labor programs.

To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis :
Depot ship and boat repair, modification and maintenance for review and approval of estimates, invoices, and labor charges.Federal Acquisition Regulations (FAR), contract law and administration, funds management, project management and earned value management systems.Monitoring complex projects.National Service Experience (i.e., volunteer experience) : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
